Investigation of how the Russian leadership acquired unofficial residences

“Project” found a riddle of more than two billion rubles on the Rublevo-Uspensky highway. Everything indicates the presence of the first persons: federal security and special communications with another state residence, in the territory of which there is an ice arena. And belongs to the dacha offshore from the British Virgin Islands, associated with old friends of Vladimir Putin.

The village from the 90s

“This section of Rublevka is not quoted in the market,” wrote Kommersant 18 years ago about Gorki-10-a village on the outskirts of the Rublevo-Uspensky highway.

And now there are almost no proposals for the sale of plots there, and they have nowhere to come from. Gorki-10 is the village of old Soviet State Duma, which have been chosen by the Russian political establishment since the 90s.

There lives, for example, the former business manager Vladimir Kozhin -he has almost eight hectares on the banks of the Moscow River, which had previously been federal property. They cost him below the market - the New Gazeta with reference to the data of Rosreestr wrote that Kozhin paid a little more than 1 million rubles for the site, and the journalist Oleg Lurie published documents, according to which Kozhin paid even less for the land - only 162 thousand rubles.

Kozhin made this deal when the head of the administration of the Odintsovo district, to which the hill-10 belongs, was the current deputy head of the FSO, General Nikolai Kondratyuk. Earlier, the New Gazeta found plots in the Fsoshnik family in another Rublevka-Gorki-2 area. But, as the project found out, the source is the data of Rosreestr, Nikolai and Alla Kondratyuk since 2002 belonged to 3.6 thousand square meters. m Earth and here, in Gorki-10. Now only Alla Kondratyuk owns them, judging by the fact that the plot moved to her under the marriage contract, the couple divorced. In the declaration of the current deputy director of the FSO, the wife is not indicated.

In Gorki-10, the former cottage of Boris Yeltsin is also located, not state, but personal, now his widow Naina Yeltsinlives there, the acquaintance of the Yeltsin family confirmed. In the 2000s they wrote: Boris Yeltsin lost important documents for a plot of 4 hectares, which was allocated to him by the administration of the Odintsovo district. Exactly so much is occupied by the site in Gorki-10.

Nevertheless, the largest landlord in the district, with plots in almost 25 hectares - not an official, but a businessman, billionaire Alisher Usmanov. It was about this huge estate that Alexei Navalny spoke in an investigation about the alleged assets of Prime Minister Dmitry Medvedev.

Finally, another resident of the Grook-10 is the former Deputy Prime Minister Oleg Soskovets, dismissed by Yeltsin after the incident with a “photocopy box”. The head of the Yeltsin Security Service Alexander Korzhakov, who was resigned at the same time, was also a resident of the hill-10, but later sold this site.

In 1999, the son of Oleg Soskovts to death shot down three workers from Tajikistan at the 24th kilometer of Rublevo-Uspensky Highway. As Kommersant wrote , two workers “discarded ten meters from the road, the third hung on the protective grille of the radiator, and Mercedes dragged it another 50 meters.” The driver disappeared and tried to hide traces of the crime - when the car was discovered, all fingerprints and traces of blood were erased. Then, in 1996, together with the North and Korzhakov, the president dismissed the head of the FSB Mikhail Barsukov. He owns the plots in another village of Rublevka, Gorki-2, and in Gorki-10, he tried, as it was believed, Barsukova, a former drilling master from Nefteyugansk Ivan Koptenko, who later became a deputy of the Supreme Council.

In the 2000s, the residence of the “slides 10-10” was returned to the state. But its current purpose is unknown. It is not mentioned as a place in which official events with the participation of the president or prime minister are held. However, according to Rosreestr, since 2008, the territory has been in use by the FSO.

The interiors of this residence 10-10 were published on the Internet with a company from Tatarstan Tatinvestgrazhdanproekt, which made a design project. The site says that the interior is intended for “family residence and rest, as well as conducting official techniques and meetings”, made “in a classic style, and finishing materials made of natural stone and valuable breeds of handmade wood” were used in the decoration. ” The CEO of the company Irek Fayzullin, after the end of the reconstruction, was appointed Minister of Construction and Architecture of Tatarstan. Gorki-10 was also indicated on its website by the MD Technologies, which sets home cinemas. Details of the general director of the company Pavel Dolgopolsky “project” failed to find out - he referred to the “non -disclosure subscription”.

“Project” took pictures of the residence - three mansions, a helicopter platform and an ice arena are visible on the territory. Korzhakov mentioned this arena in his memoirs: according to his data, it is intended for the night hockey league created by Putin. The arena is also at the disposal of the FSO, follows from the data of Rosreestr.

However, this real estate is not the only object in the village of Gorki-10, which protects the FSO. There is also another luxurious house, which the FSO may guards much more thoroughly.

In 2015, the FSO special communication service announced an auction : it was necessary to build a system of allocated special communications from the residence with the Gorki 10-10 ice arena to three kilometers of a certain summer house No. 5 in the same village, follows from the auction documentation. For some reason, the arrangement of the dedicated communication line was supposed to be on the territory of the site owned by offshore from the British Virgin Islands. The source of financing was the federal budget, funds allocated as part of the state defense order.

Dacha No. 5 in Gorki-10 stands on the very edge of the village. On the one hand, there is a stud farm, the road from which is not only a double fence to the country, but also a huge dung field, which was not easy to cross the correspondents of the “project”. On the other hand, Moscow-River.

The cottage itself is hidden behind a high, by eye, at least five meters, with a fence. On the perimeter of the fence are numerous camcorders. True, they did not prevent local residents from drawing graffiti fences in several places. One of them says: "Putin, my kiss ***."

It is almost impossible to photograph the territory of the cottage using a radio -controlled drone from the air - apparently, the so -called “muffins” work - this is how some state and private objects on Rublevka are now equipped. The first attempt to launch the drone ended unsuccessfully, but with the second “project” he photographed a mysterious object.

The huge plot - almost six hectares - are reliably hidden behind high pines, only the main house (in total three houses on the site) and the helipad, as well as landscape elements are visible: several small artificial ponds, planted spruce, artificial cave, similar to an underground garage. The veranda of the house is decorated with a mosaic, from the second floor deep in the forest leads a small bridge. The area of ​​the large house is 2.2 thousand square meters. m, smaller houses - 1.2 thousand square meters. m (the third house is not registered in the Rosreestr, and its area cannot be recognized).

Friends under guard

The Russian leadership has repeatedly called on domestic business to put up with registration in foreign offshores. Despite this, the mysterious plot in Gorki-10 and the mansions on it belong to offshore in the very closed jurisdictions of the world. But this is not all: the offshore cottage will be guarded by the Federal Security Service (FSO), which protects the president and other senior officials of the country.

Information about this is contained in the collection of air navigation information compiled by the Federal Air Transport Agency. It also contains maps of helicopters and airfields - there is also a helicopter site at the cottage No. 5. According to the document, flights over the site are allowed only by agreement with the FSO, the zone itself is called the “forbidden”.

The air navigation data also indicates the contact details of the company “Manor 21 Century”, which Kovalchuk created for owning this site. Some sites on the Internet offer the opportunity to find out the telephone number operator. In the case of the “manor”, ​​the operator of its phone number indicates the “Main Department of the Security” - the predecessor of the FSO.

When the Project correspondent called this number and specified whether this phone belongs to the estate of the 21st century, the interlocutor confirmed this. However, when asked whether the “summer house No. 5” is a first -person residence, he said “I cannot answer you” and hung up.

The fact that the FSO was under guard also said the former work of the cottage, who managed to find the “project”.

Finally, the “project” discovered the mention of the “Gorki Object 10-5” in the resume of one of the former employees of the Criminal Code of the Criminal Code of the Credo. This is not a simple company: she has no site, customers are FSO and the Presidential Affairs Management. She specializes in presidential residences. The Criminal Code of the Credo, for example, was a contractor for the construction of the Valdai presidential residence, reconstructed building No. 3 at the FSO facility in the Caucasus ( presumably , this name hides the state residence “Bochars stream”), restored the Konstantinovsky palace in Strelna - this is Putin’s residence for solemn events and receptions.

The Credo also participated in the reconstruction of the Leningrad cinema, Yuri Kovalchuk, wrote Kommersant, which he turned into a “show center” with musicals and a cabaret like Crazy Horse.

Own "Criminal Code of Credo" Asya and Mikhail Borisov. In 2009, they were awarded the Orders of Friendship for “a great contribution to the reconstruction of historical and cultural heritage monuments, the creation of objects of federal significance”. Two more Credo employees received medals of the Order of Merit to the Fatherland I and II degree.

In the resume of the Credo employee, in addition to the “Gorki Object 10-5”, there is also the House of the Russian government and the “Gorka Object 10-3”-only this is actually not an object, but a giving Kozhin (under exactly the name it is registered in Rosreestr).

“Project” contacted this employee who refused to discuss the residence, citing a sign of non -disclosure. However, he also confirmed that the “cottage No. 5” is under the protection of the FSO.

One of the local residents told the “project” that in the village there were rumors, that cottage No. 5 is the presidential residence, but he had never seen a first -person motorcade, only once a helicopter flew to the dacha. Recently, active construction work has been conducted there, he recalled. He also mentioned attempts by owners of the dacha to block the passage to the river. On the shooting from the drone, the fence that leads directly to the Moscow River is really visible and covers the path.

Revival of old Russian traditions

Putin is known as a supporter of traditional values ​​- he himself confirms this in almost every public speech. According to coincidence, the “revival of traditions” is a universal name for companies related to Putin's closest environment. These companies are an intricate network owning elite property and country real estate throughout the country.

For example, the 46-meter yacht “Shellyste”, noticed near the so-called “Putin’s Palace” in Cape Idokopos in the Krasnodar Territory, the existence of which businessman Sergei Kolesnikov spoke about, was recorded on the non-profit partnership “Renaissance of Marine Traditions”, the “municipal scanner” found out. One of the founders of this non -profit partnership is Dmitry Mansurov, the head of the ABR Management company, which runs the assets of the Rossiya Bank. The second founder is Pavel Zaitsev, general director of the Association “Development of the Effective Investment Market”, established by the same Timchenko and Kolbin.

Exactly the same domain - llcinvest.ru - is indicated in the registration data of Prime company, owned by non -profit partnership "Support for Entrepreneurial Initiatives" Yuri Kovalchuk and his son Boris. Prime owns almost half the territory of the presidential residence in Valdai, wrote RBC, the one where it was the contractor of the Criminal Code of the Credo. Prime became the owner of the land after Putin frequented there with trips.

Finally, the Prime also belongs to huge territories on the coast of Lake Ladoga in Karelia - 140 hectares, on which several protected mansions are located, Rain reported. The subsidiary of Prime Arkonn, a co -owner of the Igor ski resort, where the wedding was celebrated by the proposed daughter of President Katerina Tikhonov and co -owner of Sibura and the son of the Bank of Russia Bank Nikolai Shamalova Kirill.

“Project” sent a request to the Presidential Affairs Management and the Federal Security Service. They did not respond to the FSO to the request, the administrations were advised to get acquainted with the list of subordinate organizations on the institution’s website. Presidential spokesman Dmitry Peskov did not answer the questions of the “project”.
