
On May 27, the Federal Antimonopoly Service (FAS) opened the case against PJSC Rostelecom on the basis of the previously received complaint of the Megafon operator. This is stated in the message on the website of the department, published on May 29.
"The antimonopoly department found that Rostelecom refused to conclude agreements on the accession of the zone telephone network of PJSC Megafon in the Voronezh region, Krasnodar and Stavropol Territory, the Republic of Adygea, Dagestan, Ingushetia, Kabardino-Balkaria, Karachay-Cherkessia, North Ossetia, the Rostov region to the Local network of the local telephone communication PJSC Rostelecom, ”the FAS said in a statement.
Previously, the FAS issued Rostelecom a warning about the termination of violation of antimonopoly legislation. The operator was supposed to eliminate the violations until April 30 by ensuring the possibility of passing traffic from zone telephone telephone networks "Megafon" to its network. However, Rostelecom has not yet informed the FAS about eliminating the violation.
The department sees in the actions of Rostelecom the signs of violation of paragraph 5 of Part 1 of Art. 10 of the Law on Protection of Competition. This item prohibits business entities that occupy a dominant position on the market, economically or technologically unreasonable refusal or evasion of the contract with individual customers if the production or supply of the relevant goods is possible, as well as if such a refusal or such evasion is not directly provided for by law.
