The Supreme Court of Tatarstan dismissed the administrative case of Indefinitely activist from Naberezhnye Chelny Vasil Tarasov, who was previously fined under an article on violation of city improvement rules for the banner “Putin is a thief” on the bridge. It is reported by "Idel. Realities".
Thus, the Supreme Court overturned the decisions of the previous instances in the Tarasov case. So, in early February, the administrative commission of Naberezhnye Chelny found the activist guilty of violating municipal rules for the improvement of the city (part 1 of article 3.6 of the Code of Administrative Offenses of the Republic of Tajikistan) and fined him 3,500 rubles. In April, the city court of Naberezhnye Chelny reduced the amount of the fine to 2,000 rubles.
According to the decision of the Supreme Court, “an analysis of these provisions leads to the conclusion that the banner with the text “Putin is a thief” does not have the features of an outdoor media medium enshrined in the Improvement Rules, and cannot be considered as such.”
