The owner of Sollers Vadim Shvetsov turned to Prime Minister Dmitry Medvedev with a request to allocate 42 billion rubles from the budget for updating the park of commercial cars.
According to RBC with reference to the letter of Shvetsov sent to Medvedev on May 16, it is proposed to allocate money as part of the national project "Ecology". Shvetsov writes that the Russian fleet of commercial vehicles has about 2.6 million environmental classes of Euro-0 and Euro-1 aged 10 to 20 years, which "continue to be actively operated and thereby cause significant damage to the environment." The share of vehicles over 10 years in the park of commercial machines exceeds 70%.
“Taking into account the beginning of the implementation of the Ecology national project, which also provides for a decrease in the volume of harmful emissions into the atmosphere, I ask you to consider the possibility of inclusion in the perimeter of this national project to renew the commercial vehicles in order to withdraw from operating vehicles with the largest exhaust and replacement of new ecological classes of Euro-5/Euro-6,”- Schvetsov writes.
The plan he proposed is to replace at least 200 thousand old commercial cars with modern ones by 2024. This will significantly reduce the volumes of carbon monoxide emissions. Budget funds (7 billion rubles a year for six years), the head of Sollers offers to send a preferential leasing and direct discounts to individuals to buy a new car in return for recycling.
Medvedev reacted to the letter. According to journalists, he instructed the heads of the Ministry of Natural Resources and the Ministry of Industry and Trade Dmitry Kobylkin and Denis Manturov to work out and report “agreed proposals” on this issue. “The proposal is good, but it must be calculated,” said RBC Kobylkin, noting that it is impossible to simply allocate money from the budget of the national project to implement the idea of Shvetsov.
“The Money of the National Project Ecology” is painted. But Dmitry Anatolyevich gives us the right to make one or another transfer within the project, provided that the results are written in the decree. Therefore, we need to carefully study important initiative, ”the head of the Ministry of Natural Resources explained.
We will remind, earlier it became known that the joint venture of Ford Sollers refused to produce Ford cars in Russia, deciding to focus on the production of Ford Transit light commercial vehicles at the Elabuga factory. Now the company is evaluating its share in the market of light commercial transport in Russia at 15%.
According to VTB analyst Vladimir Bespalov, if the initiative of Shvetsova receives support, then not only Sollers, but also other manufacturers, including gas group, as well as foreign companies, will be able to participate in the program for updating the park of commercial machines.
"The need for such a program has long been rushed - a commercial transport fleet in Russia requires a serious update. This applies to light commercial cars, trucks, and buses," said the representative of the GAZ group. According to him, the technologies that are introduced at Russian enterprises allow us to provide parks with commercial transport with a minimal impact on the ecology.
