The Ministry of Foreign Affairs of the Czech Republic responded to the initiative of State Duma deputies from the Communist Party of the Communist Party of the distribution of the status of war veterans in Soviet military personnel who participated in the occupation of Czechoslovakia in August 1968. Thus, the text written by the authors of the Russian bill states that the status of the veteran is assigned for “fulfilling the tasks when suppressing the attempt of a coup d'etat and ensuring the stabilization of the situation in Czechoslovakia for the period of the large-scale military-strategic operation of troops of the Warsaw Treaty countries from August 21 to November 1968.”

In August 1968, Czechoslovakia, in violation of international law, was occupied by the Soviet Union and a majority of the Warsaw Treaty states, the document says.

The reason for the entry of troops into Czechoslovakia was democratic transformations, begun by the government of Alexander Dubchek. In the short period of his leadership of the Communist Party of Czechoslovakia, censorship was limited, decentralization of power under the slogan of "socialism with a human person" began. This period was called "Prague Spring" and caused a sharp rejection in the Kremlin. The invasion of the Soviet troops raised a wave of protests in Czechoslovakia, led to shares of disobedience and self -sacrifice by citizens.

The Ministry of Foreign Affairs of the Czech Republic draws attention to the fact that in the agreement on friendly relations and cooperation between the Czech Republic and Russia, signed by the presidents of both countries in 1993, mutual will to end the totalitarian past, when force was applied against Czechoslovakia.

In Prague, they suggested that the Russian side considers this contract to be valid and refrain from actions that could question its content.

The bill on amending the Federal Law "On Veterans" was introduced to the State Duma of three deputies-communists three years ago -June 6, 2016, examined in the first reading on January 17, 2018 and rejected. However, on May 30, 2019, a round table organized by the Communist Party faction and dedicated to this bill was held in the lower house of the Federal Assembly. On it, deputy Yuri Sinelshchikov said that "the participants of the Czechoslovak operation" Danube "acted lawfully, were conscientious fighters who honestly served their homeland and interests of the Warsaw Treaty countries."
