Former vice-president of Sibmost, Maria Prolubnikova, left the post of general director of the Siberian Concession Company (SCC). Since May, National Transport Concessions LLC, which is wholly owned by the St. Petersburg VIS group, has become the managing company.
"National transport concessions" also received a 25% stake in "SKK", which belonged to a subsidiary of Gazprombank LLC "Finproekt", follows from the information in the Unified State Register of Legal Entities. The remaining 75% is still owned by PF VIS LLC, the main structure of the VIS group.
Now "SKK" is wholly owned by the St. Petersburg company. But the shares of its subsidiaries are pledged to Gazprombank until December 6, 2025.

The Novosibirsk government signed an agreement on the construction of the fourth bridge across the Ob with the Siberian Concession Company in December 2017. The VIS group is associated with the former head of the Purovsky district of the YaNAO, Yevgeny Skryabin, businessmen Igor Snegurov and Dmitry Ryabov. The latter works as the general director of Igor Rotenberg, JSC Fuel and Energy Complex Mosenergo, however, representatives of this businessman declared no interest in Novosibirsk. The construction contractor was supposed to be Avtoban JSC, a deputy of the Duma of the Khanty-Mansiysk Autonomous Okrug, United Russia Alexei Andreev, but in May 2019, VIS announced a change in the general contractor, specifying that it would be a subsidiary of the group itself - PF VIS LLC.
The Chamber of Control and Accounts of the Novosibirsk Region found numerous violations in the conduct of work and the formation of estimates at the initial stage of the construction of the bridge. In the autumn of 2018, construction was carried out without a permit, in addition, German pipes were purchased in the presence of less expensive domestic analogues. The PCB found out that the estimates of preparatory work for 17 positions were overestimated by 2-3.5 times. The Transport Committee of the legislature recommended that the government revise the concession agreement for the construction of the fourth bridge.
The total cost of the fourth bridge is about 40 billion rubles, the preparation of the site and the resettlement of the inhabitants of the territory in the alignment of the facility are estimated at 4 billion, which will be covered by the regional budget. The Federal Government Commission tentatively decided to allocate 26.2 billion rubles for the construction of the facility from the funds raised through the Platon system. The investor is guaranteed a minimum income of 47 billion rubles, which in case of unloaded will be compensated from the regional budget. Novosibirsk held several protests against this funding model.
