Recently, an event that stirred our progressive scientific community happened: another rotation of the composition of the highest certification commission was carried out. It would seem common, but no! Here is how the notorious club “July 1” commented on the government’s decision on his website: “ This routine operation in this case is very scandalous, as well as too much, which is connected with the Higher Attestation Commission in recent years. As a result of the rotation, the participants of the dissertations of the Dissernet community struggling with the trade of the scientific status of homeopathy, and those who disagree with a mixture of science with politics that showed in the discussion about the dissertation V. R. Medinsky , were bred from its composition.

In the club’s statement, other accusations are formulated: ignoring the opinions of RAS about the new HAC members, a thoughtless imitation of anti -corruption activities. Finally, there are also statements that many members of the Higher Attestation Commission, including the chairman, remained there for a third term, which contradicts the Regulation on the Higher Attestation Commission, and therefore, they say, the decision made by this composition will be illegitimate.

With the latter, competent comrades have already explained the situation: the Regulation on the Higher Attestation Commission, approved in 2016, does not apply to the activities of the VAK members at a more earlier time, that is, the number of terms of stay in the Higher Attestation Commission should be considered from the moment of its adoption. It seems to me that the progressive public could already get used to this legal norm: how many times in the post-Soviet space we have seen that making changes to the Constitution, holding a referendum or something else “resumes” the number of presidential terms of the head of the country-after that it begins to be rebuilt again.

With the very process of cleaning the Higher Attestation Commission and eliminating foreign elements from there, everything is elementary. More than once I told my colleagues that the activities of Dissernet and its agents are virtually subversive: it undermines the holy of the saints of the current government, its foundation is the trust of the people to her. And how else can you evaluate periodically sounding statements that the dissertation of the minister, governor, General of the FSB, and the rector is the product of copy -paste?

I don’t know whether this is naivety or conscious wrecking, but the fighters of Dissernet do not want to understand that the dissertations of officials and bosses have nothing to do with science. This is, of course, weakness, but weakness is excusable, a kind of craving for various kinds of tsatskams: orders, medals, honorary and academic titles, gold pistols, yachts ... Yes, of course, the weaknesses of this kind do not paint leaders, but, on the heart, colleagues, what harm do the dissertation of the chiefs of science do? If you, wrestlers with plagiarism, did not arrange scandalous shows around the dissertations of leaders, you could calmly fight the hack in science. But no, you wanted politics. They themselves are to blame!

Probably observing the indignant boiling of natural intelligence, the leadership of the country will be forced to turn their eyes to the artificial intelligence. Recently, Vladimir Vladimirovich personally held a meeting on this issue visiting Gref. Our national leader said that the ruler of the world will be a country that will have a monopoly in the field of artificial intelligence. (And, let's say in brackets, artificial intelligence in many respects is much better than natural. He will do what is entrusted to him and will not climb into politics!)

But back to our members of the Higher Attestation Commission. The President of the Russian Academy of Sciences expressed the opinion that the Higher Attestation Commission should be subordinate to the academy to make it more independent. But I think, dear colleagues, that the decision regarding the Higher Attestation Commission should be made something else. No need to give this commission to academicians, you need to give it to where all priorities have been given recently - Mikhail Valentinovich Kovalchuk. As well as the supervision of research in the field of artificial intelligence. This husband is actually alone, despite the cries of bitterings rushing from all sides, for several decades, he has been raising our science from the knees and is going to take it to a leading position. And he will do it in the future until death is separated by us. So let Mikhail Valentinovich guaranteed the Higher Attestation Commission, and then, when, under his leadership, it will be possible to bring Russian artificial intelligence to the world level, then the need for living Higher Schools will disappear: artificial intelligence will resist the copy of the copy!
