How great is the interest in open access to scientific information in Russia? The Berlin Declaration on Open Access to Scientific and Humanitarian Knowledge (2003) was signed only by the National Research University "BelSU" in October 2006 and the Association of Internet Publishers in November 2017, and in total today there are over six hundred signatories of this declaration. The more recent Berlin OA2020 Initiative to accelerate the transition to open access was signed by the National Research University BelSU in September 2016 and by NEICON in January 2018. So, out of thousands of Russian universities and research institutes, only one university has signed the most important international document on open access to scientific knowledge.
