Some of the deputies predictably did not agree, called the decision illegal and filed an appropriate statement to the Constitutional Court: it is not written in the main law that Rada can be dispersed on the basis of her rating, no matter how low it is. Well, as for the coalition: or not, there is a conclusion by professional lawyers. This is not the prerogative of the head of state.
On Tuesday, KSU began consideration of the issue. The president was summoned to the meeting. He came, performed, repeated his arguments, assigned his further work to his plenipotentiary representative. Observation of the competition of the parties to the process gives reason to say: so far are the advantage of arguments in those who consider the decree of Zelensky unconstitutional.
According to information from sources close to the KSU, the denouement will come until June 20, and it will most likely not be in favor of the president. According to sociologists, about 48% of voters are ready to vote for the party “Servant of the People”. This is a lot in comparison with what other political forces can count on, but still not enough to form a “single -party” coalition.
And therefore, if the current Rada manages to defend his right to life before the fall, the president will not hurt to turn to the people about the spirit again: “These corrupt officials did not allow you and I start the promised changes as quickly as possible. They hope for revenge. “Today, the first part of the idea of dismissal of the leaders of the Regional State Administration came from the Cabinet of Ministers. So, the head of the Chernihiv, Khmelnitskaya, Kherson, Ternopol, Sumy, Poltava, Odessa, Nikolaev, Lviv, Kirovograd, Kyiv, Ivano-Frankivsk, Zaporpatsky and Volyn administrations were fired.
As you know, the heads of the Regional State Administration are appointed by the President of Ukraine on the proposal of the Cabinet of Ministers for the term of powers of the president. It is easy to conclude: Zelensky decided to get rid of these high -ranking officials as quickly as possible, which were the creature of Petro Poroshenko - in order to avoid problems, or even sabotage in the field. Back in mid-May, before the inauguration, the elected president held a meeting with representatives of large international recruiting and HR agencies, where he said that he wanted to hold transparent competitions for the positions of the heads of the Regional State Administration.
So far there is no public information that such competitions have already begun. But 12 decrees were signed, by which the heads of administrations marked with the note "acting" were appointed to the vacant places. Without “heads” at the time I pass this note, the Poltava, Odessa and Kherson regions named in the first list remain. To the rest of the Regional State Administration (for example, before the leadership of the Donetsk and Lugansk regions), the “punishing right hand” has not reached. Although the press secretary of President Julia Mendel brought to the attention of journalists the position of Zelensky in this matter: “All the heads of regional state administrations must be dismissed.”
