"What would I ask? When will he leave?"

Today, June 20, Vladimir Putin will hold another straight line - for the 17th time, residents of all regions will try to call the head of state to solve their problems. The editors of the publication "Siberia. Reals" decided to find those who "won" a year ago in this peculiar lottery, and find out what changed in their fate after turning to Putin.

"The president’s words do not mean anything"

A year ago, on a direct line with the president, participants in the state program "Housing for a Russian family" from Vladivostok were asked by Putin when they would be completed at home. Back in 2014, people became participants in shared construction: in the microdistrict, the snow pad had to build several high-rise buildings, the apartments in which were sold to beneficiaries at reduced prices-they were disassembled instantly, with one hundred percent prepayment. However, after a while, the construction, overgrown with criminal cases, got up. Protest promotions and appeals to the local authorities did not have an effect.

To be honest, confidence in power completely fell, including Putin

When the question from equity holders sounded on a straight line, their house was supposed to be rented a year and a half ago. Putin promised to fix this appeal and react to it.

A year after that straight line of the shareholder Oksana Machecha and Julia Matveeva, a group of like -minded people again recorded a video message to Vladimir Putin. The question is the same: when teachers, single mothers and the military who joined the state program will finally finish their houses?

Oksana stepping and her 11-year-old son live in Odinoshka with Oksana's elderly mother. The lonely mother dreamed to go to her own apartment with her son, which is why she joined the state program "Housing for the Russian Family" and has been paying a mortgage for three years. Spreading the mattress in a six-meter kitchen, she says that she sleeps here or with a teenage son on the same bed.

“But this, of course, is a complete trash, because the child is almost 12, then his legs will fold her long on me, then he will fly my head at night ... But I don’t even have money to rent an apartment.” When the appeal was recorded, the Governor of the Primorsky Territory was talking to us, he promised us that everyone would come up. But when? The terms are so stretched, which is even scary. To be honest, confidence in the authorities, including Putin, completely fell. But we can’t jump above his heads. If my will, I would have already applied to the Hague court. We have no right until our instances answer us at least something. But honestly, even he no longer decides anything. So do not give a damn about us ... The president instructed the local authorities to deal with our situation, but they did not give a damn about us. That is, even he is not authority for our seaside authorities. And what is it authority for us then?

Immediately after the direct line on the website of the administration of the Primorsky Territory, they published the news that the houses would be rented in the fall of 2019. Then the local authorities were negotiating with Vostochny Luch, which successfully passed the facilities of the state program "Housing for the Russian Family" in another area of Vladivostok. Only, as Oksana says, they did not conclude the necessary agreements with the developer and did not give any guarantees. That is why since October last year the construction froze again.

- "Eastern beam" only protects our object, construction does not go there at all. This company is not allowed there, because there is no agreement, there is no payment, of course, without agreements for the refund of the money spent, nothing will be done.

Julia Matveeva and her family, among those who hoped that "if the president said, would be completed - one hundred percent."

- We were so happy a year ago, we were all sure that everything would work out. And in fact? All these are words, deception. Watching on TV is one! A year has passed, and nothing has changed exactly. The second video was recorded to show the people in our country that the president’s words mean nothing. This is a shame for our country, a shame for the president: they launched a state program, but deceived ordinary citizens.

"By the way, they did not find work"

A resident of Komsomolsk-on-Amur Peter Litvintsev passed his question to Putin through volunteers last year. He was worried that due to unemployment, the city massively leaves the educated promising youth. At local enterprises, reductions are regularly held. He himself, being by education, an emergency engineer, fell under the reduction and lived on benefits for some time.

The work has become less, although it was not there anyway. The city budget is reduced, there is not enough money for anything, even for lunch for children at school

- This year, thank God, he wisened, he did not ask the question. I did not know that my question last year would be reinvented and that then literally everything torture me. I met with a bunch of people it is not clear why. I just carried my brains! The employment center wanted to arrange me with a master in college - I immediately refused. Then he met with the mayor, the governor. The only one who somehow humanly tried to talk to me, not as a "celestial", was the Minister of Culture. But the rest spoke a lot of smart thoughts, painted the prospects of the region. And by the way, work was never found. I myself have hard to do it, but managed, ”says Peter Litvintsev.

Nevertheless, the problems of the "city of presidential attention" that the Komsomol resident wanted to voice were never resolved after a direct line.

- In the city it got worse, of course. Again there were large abbreviations at basic enterprises. The work has become less, although it was not there anyway. The city budget is reduced, there is not enough money for anything, even for lunch for children at school. Infrastructure in a nightmare state, most roads in the repair stage. The connection between the districts of the city is difficult, as the roads were dismantled without putting into operation bypass tracks. Everywhere: in parks, squares - trees are cut without account. It used to be better, but now - from year to year only worse, - Litvintsev shared.

Now the self-control engineer works according to the short-term contract in the IT sector. But this year the contract will end, how and where he will earn later, Peter has no idea and is seriously thinking about moving.

"Contact the president in such a situation is completely normal"

Another appeal from Siberia to last year's straight line came from the inhabitants of the house of 18 on Lev Tolstoy Street in Barabinsk in the Novosibirsk region. They voiced their complaints in the video: they were recently moved from old emergency houses to new housing. But there is no ventilation in it, mold appeared, the foundation is destroyed, the walls are covered with cracks, and the local authorities meet their letters by receipts.

This house was built in 2014. The construction company "Dysan" was supposed to transfer 19 apartments to the municipality as part of the regional program to resettle dilapidated elevator housing. The amount of the contract is 15 million rubles. At the end of 2014, the mayor of Barabinsk, Maxim Ovsyannikov, took the house into operation without presenting any complaints to the developer.

After the settlement of residents, it turned out that the ventilation does not work and the house is not connected to the sewage system. According to the deputy of the City Council Konstantin Tereshchenko, the administration responded to residents' complaints by suing the developer, and not under warranty repairs, but to eliminate the shortcomings.

After a direct line with Putin, the head of the region Andrei Travnikov instructed to put the house in order until July 31, 2018. The Minister of Construction reported that repair work was on schedule. However, the residents had a completely different point of view on what was happening.

- There is no question of any elimination of the shortcomings. The house is simply coated with glue, the old siding is sculpted, which is all in the holes. It is impossible to strengthen the foundation with glue that is smeared from above. After the first frost, all this will disappear, ” said Peter Bulgakov, a resident of the house.

According to him, even these works were carried out not at the expense of the developer, but with the money of the management company, which she collected from residents.

In the spring, residents began to complain again - siding began to fall off from the house. On March 19, the governor arrived in Barabinsk. Having examined the building, Travnikov proposed to recognize the house on the relevant commission, “if there are grounds”, emergency and resettle.

- The house was always damp, and then the wall went away, it was strengthened with metal screeds. Now the house was recognized as emergency, and we are settled again. Someone takes money, someone agrees to secondary housing. We are satisfied, let's see what will happen ... We take money. They promised 43 thousand per square meter. The main thing is not to be deceived, ”a resident of Zoya Rybina, a resident of the house of Zoya, told the Siberia. Redal correspondent. She was one of the first to enter the house from the Old Barack, and now she is waiting for a new resettlement. For the fact that her apartment was examined by a commission, which established the accident rate of the building, the hostess has to pay 3.5 thousand.

According to her, contact the president in such a situation is completely normal. Rybina sees nothing strange that the head of state has to solve the problems of one house.

Earlier, deputy Konstantin Tereshchenko wrote a statement to the police, after an audit of the mayor of Ovsyannikov, a criminal case was brought up for "excess of official powers." Investigators considered that the head of the municipality did not have the right to put into operation a house with shortages. The damage from his actions was estimated at 2.7 million rubles. According to Tereshchenko, the investigation is at the final stage, soon the case will be sent to the prosecutor's office.

"There will be no school - the village will die"

The direct line in 2018 was a gesture of despair of residents of the village of Staraya Surtaika, Krasnogorsk district of the Altai Territory. A year ago, officials of the district education department announced to them that the rural school would be "optimized", that is, closed.

- The school gradually faded for 20 years. Difficulties were accumulated, some appeals did not give anything upstairs, ” Vera Surtaeva recalls the head of the branch of MCOU“ Starosurtai OOSH ”. Then it was decided to turn to the straight line.

“There will be no school - the village will die,” said the residents of Staraya Surtayka Putin. Soon after this appeal, the institution allocated 3 million rubles for repairs, another 250 thousand rubles for textbooks and the necessary methodological materials, the issue of bus for transporting students was finally resolved.

Many teachers try to get a job where the salary is higher, so they often try to leave

- We made repairs, we replaced the lighting, put in order the energy supply and ventilation systems, put new windows, replaced the floors, fixed the roof, so now it does not flow on their heads. Finally, our educational institution is equipped with personnel, with which there used to be a big problem, ”said Surtaeva. Today, more than 30 students from three villages are studying at the school, 12 teachers work.

Now at the school they are preparing for the current repairs and preoccupied with the retention of personnel.

- Of course, many teachers try to get a job where the salary is higher, so they often try to leave - it is difficult for us to be at the level of schools of cities or large villages in this regard. And recently it became known that the payment system will change. It is difficult to say - towards an increase or decrease, but change, let's see, ”Vera Surtaeva noted in an interview with Siberia. The first time the straight line with Vladimir Putin was aired on December 24, 2001 - it was broadcast by two main federal channels, ORT and RTR. Since then, this format of communication between the head of state with citizens has become annual - the exception of steel 2004 and 2012, when a straight line was not drawn. - A straight line, probably, makes us understand that the president is with us.

- What is there is an absolute window dressing. It is necessary, apparently, only to the president and no one else. And grandmothers who watch TV and who pray to the TV like some kind of icon.

- I already asked a question, I sent an SMS: "Why is my state robbing me?" I honestly earned a pension. Everyone is recalculated, but working pensioners are not.

- This is the show mainly the problems that rise there, contributes to their solution. But in general it is useless, I think.
