A protocol was drawn up against the man under part 3 of Article 20.1 of the Code of Administrative Offenses because of comments on the VKontakte social network in groups dedicated to the life of Kotlas. According to the document, Popperek insulted Arkhangelsk Oblast Governor Igor Orlov and Russian President Vladimir Putin with his comments.
Chikov noted that screenshots of hundreds of posts published by the man were attached to the case.
