A protocol on the distribution of products with obscene language (part 3 of article 13.21 of the Code of Administrative Offenses) was drawn up for the publication in May. The reason was the hyperlinks in three notes about the beating of a teenager. Links led to the group "Incident Novosibirsk", on the video published in the group, one can hear the obscenity.
Representatives of Roskomnadzor said that according to the law, swearing cannot be used in the media, and "multimedia materials, including attached images, videos and hyperlinks to third-party resources, are part of the content of registered electronic media."
“We are going to file an appeal, we are currently preparing documents. We believe that hyperlinks leading to third-party Internet resources are not our responsibility. Our case is not the only one, but such fines are very rare,” Volnukhin said.
