St. Petersburg officials “received the task”: the popularly beloved acting governor Beglov should defeat competitors in the elections

“At that moment, from somewhere from the side I was attacked by an unknown person,” said Shurshev. “He shouted why I was shooting here, trying to grab the phone, at some point he succeeded, and he broke the phone on asphalt.”

Shurshev turned to the police, there are camcorders above the door of the commission, they could take the attacker, but whether the police will help is still unknown.

Video shooting related to the election campaign in St. Petersburg becomes more dangerous and more and more interesting as September 8 approaches. The most exciting video of Navalny’s headquarters was shot last week, June 21, in the administration of the Vyborg district of St. Petersburg. In the video of the groups of women (according to Navalny’s headquarters - 12 employees of various budgetary institutions) are sitting at the tables “on the presidium” of the assembly hall. Next to each on the table, voter lists with detailed personal data on the table. Women carefully transfer this data to the columns of signature sheets in support of the nomination of Alexander Beglov to the governors.

Recall that Alexander Beglov, the acting governor of St. Petersburg, goes to the polls as a self -nominee. He needs to go through a municipal filter until July 1 and collect 76 thousand voter signatures.

Back in March, VTsIOM published data from polls, from which it turned out: Beglov’s activities approve of almost 50 percent of Petersburgers. Especially, the head of VTsIOM, Alexander Fedorov, emphasized, people approved the cleaning of the city during the January and February snowfalls: "Beglov's activity in solving this problem found support and recognition." The survey was held, we repeat, in March, and the Petersburgers did not have time to forget that more than four thousand people were crippled over the streets last winter, three thousand injuries were serious, two died. But sociologists insisted: “Beglov would have won already in the first round,” go through the elections on the next Sunday.

It would seem that with such a popularity 76 thousand signatures are a real trifle. Indeed, the Flyoglov election headquarters ten days ahead of schedule, June 20, announced that the right amount was collected. “But there are errors and inaccuracies when collecting,” the headquarters spokesman added. “Therefore, now we are gaining signatures with a margin.” Apparently, the “collection” of the “reserve” was observed by the activists of Navalny in the Vyborg district.

It seemed that Alexander Beglov himself did not believe in popular love, which allowed to collect signatures so quickly, for a long time. He was begged for a long time to go to the polls: veterans, blockade, and simply caring citizens wrote imploring letters to him. And finally, on May 30, in his native resort area of ​​St. Petersburg ( the acting acted from 1999 to 2002, and there they call him “his man.” - Ed. ) To the question of the chairman of the Council of Veterans Viktor Mikhailov, he will nominate or not, Beglov thought and answered: I will.

He brought documents in Gorizbirk on Saturday, June 1, at 8.30 in the morning. Actually, the commission has been working with nine. But quite by accident, just on that day, the working group decided to gather at 7 in the morning. Therefore, Alexander Dmitrievich did not have to wait. Then he had a difficult job: to collect the very signatures of 76 thousand Petersburgers. Typically, the election commission find a lot of “marriage”, there are not enough signatures, they are not registered with candidates. But Alexander Beglov was not afraid of trials, although he could avoid this stage in the campaign, he moved away from United Russia. But for some reason, even in agitmaterials that the townspeople are distributed, the party affiliation of the acting is modestly silent.

On the same day, June 1, a collection of signatures began in the St. Petersburg metro. Loyal Smolny press described the queues in which citizens line up to subscribe to Beglov.

As the Novye already wrote, the rules of the St. Petersburg metro prohibit any agitation on its territory. In the headquarters of Beglov did not agree with this - and the subway did not argue. The press secretary of the headquarters Sergei Kormilitsyn told Novaya to the “New” that the collection of signatures is “on the basis of a reimbursable agreement with the metro administration”. He did not want to expand the concept of “retalied agreement”. But when the deputy of the St. Petersburg Parliament Boris Vishnevsky turned to the Directorate of the subway with a similar request (he wanted to put racks with campaigning), he was called the price: two thousand rubles a month for each station.

After the first week of the campaign, it turned out that the collection of signatures is not only in the subway and on the streets. The headquarters of Navalny published an audio recording made at the St. Petersburg Law Academy: students with local registration are convincingly asked to subscribe to the nasty of Beglov. One young man, Ivan Mezentsev, refuses. The deputy deputy Faculty of Jurisprudence persuades him: they say that the head of the Nevsky district helped the university, and now he himself turned for help. “He invites the rector and says: here I am as the head of the administration, like all other chapters of the city, received a task,” the teacher explains to the student. - Due to the fact that the election of the Governor of the city of the new, I ask you to support it, the candidacy. How to support? Now we need to take a step towards the nomination of the candidate. ”

As Olga Guseva’s headquarters told the “new” deputy head of the headquarters, they receive a lot of letters from state employees - “received the task” officials are operating throughout the city. Olga and her colleague went to the administration of the Vyborg district. How to act, they knew it from the correspondence with eyewitnesses.

At the entrance to the administration building, young people said: we, they say, interns, we need to be in the assembly hall. And the guard implicitly missed them without even asking her passport.

“12 people were already sitting in the hall at the tables,” continues Olga Guseva. - We were given 15 signature sheets and personal data of signature collectors. We had to enter them in the signature sheets and put the date on June 21. ”

Later, Olga and her colleague go to one of the “signature collectors”. The woman will be very outraged by the fact that someone used her personal data.

“Who did it? She exclaims in the video. - How could they take my data at all? Where?!"

“We saw that the rest of the people have not only the data of the collectors of the signatures, but also the fastened sheets with the voter lists and all personal data - the passport number, the date of issue, the address, the date of birth, and so on, continues Olga Guseva. - We saw all this ourselves, it is on our video. It was like an apartment database: how people were registered, so they were inscribed. Apparently, it was the base of the Ministry of Internal Affairs. We sat in this room for a long time, and the women calmly talked with each other. ”

Signatures for voters, admits Olga Guseva, no one in front of her eyes. But she saw how women in the assembly hall covered the signature sheets with the date of June 21. According to the law, after that, no changes can be made to them. It turned out that women were put simply entering citizens in cells on A4 sheets?

“I don’t know what was supposed to do with those sheets that we saw,” Olga Guseva admits. - But before we were written how people were forced to simply put signatures for voters. Here you rewrote a person - and put a signature for him. Then they, perhaps, realized that if everything is written with the same hand, this is too much. Maybe somehow these processes were divided. We were written about cases when in the organization, say, 90 people, and they are forced to collect 150 signatures. ”

Olga and his colleague asked them to give them lists of citizens. They were sent to an employee of the administration, the chief specialist of the department of organizational work and interaction with local authorities, Svetlana Katrichenko. There is a dialogue with her on the video. “Since you were extreme, unaccounted for, we’re running away in a quiet way,” the woman answers Olga’s request to give her lists. - What you already wrote, you bring me. And do not tell anyone about it. ”

When the scandalous video was published, the acting acted on television. He said that his “public headquarters” has nothing to do with the outrages, and instructed the police to check the facts recorded on the video. The check has not yet been completed. From whom the heads of the districts “received tasks” were unknown.

A little "Churovshchina"
In parallel with the governor in St. Petersburg, the elections of municipal deputies are coming. They are compared with the 2014 campaign, about which Vladimir Churov himself then said that "Petersburg is the leader in the number of violations." Technologies aimed at ensuring the “wrong” candidates could not even register, look something like this:

- The campaign for the election of municipal deputies is announced, but the information about this remains secret. The newspaper with the appropriate message in the area does not apply.

- The election commander unexpectedly moves to a new address, known only to “correct” candidates.
