According to the deputy chairman of the construction committee of the Legislative Assembly, Vadim Ageenko, debts are even higher - 140 million rubles.
“We have 25 operators who take out the garbage, and this is only three information,” added Ageenko. - It is necessary that the ministry [housing and communal services] request data and understand what to do. Otherwise, the mechanism will be simple. If this office went bankrupt, the Ministry of Housing and Public Utilities will be obliged to terminate the agreement with it. For this period, you will have to look for who will perform duties - all the same, because the garbage must be taken out. ”

Deputies are already receiving complaints from carriers that they are not calculated with them. It is reported about two -month debts. Ageenko recalled that in the Omsk region, due to growing debts, three carriers no longer work.
“In fact, the re -operator in his own certificate writes that for April, for May did not accrue and did not calculate with carriers. At all, not calculated. Considering that the “gross”, he has about 200 million average working capital, today in calculations, it turns out about 400 or 500 million debts from the regional operator, ”Ageenko counted.
According to the deputy, the St. Petersburg group “VIS”, which owns a 75% share in Ecology-Novosibirsk, in February took a loan of 200-250 million rubles and blocked only the first debts.
“They reply that the re -operator is the owner himself, and he is denied loans, and this area of activity is unprofitable,” Ageenko gave the position of VIS. - I asked another question: “Are you a rich group of companies, can you be re -wrapped in yourself?” This group of companies is engaged in oil and gas. For them, building landfills is small. We did not receive an answer. ”
The Novosibirsk authorities were chosen by the unified re-operator for the export of garbage "Ecology-Novosibirsk". The contract was concluded for 10 years for 30.08 billion rubles. The company belongs to the ex-deputy of the State Duma Valentin Bobyrev and the St. Petersburg group "VIS", which also received concession agreements for the construction of the fourth bridge through the Ob and Seven Polyclinics in Novosibirsk. “VIS” belonged to Igor Snegurov and Dmitry Ryabov. The latter works as the general director of TEK Mosenergo JSC Igor Rotenberg.
In addition, in 2016, the Novosibirsk Ministry of Housing and Public Utilities entered into a concession agreement with Ecology-Novosibirsk LLC for the construction of garbage sorting complexes and training grounds in Razdolny and Verkh-Tula. The project worth 6.5 billion rubles was designed for 40 years, the investor's beneficial income compensates for the regional budget - up to 2 billion rubles a year.
The Legislative Assembly of the region demanded to terminate the contract after the protests of social activists, in 2017, the acting governor Andrei Travnikov promised to do this, but in the end, the regional authorities filed a lawsuit to change the terms of the contract. The conditions of the non -earned concession were included in the competition documentation on the choice of a single regional operator.
