Politicians and officials are a servant of society, and the state (which is the community of bureaucrats and politicians itself) is a mechanism for the realization of the will of society, and not the owner of citizens and the country. Bureaucrats and politicians should not and cannot come up with the goals and objectives of the state. Their capabilities for this are limited.

And the President of Russia, whether Putin, Navalny, Kudrin, or Grudinin should not have the ability to single -handedly make decisions throughout the country. In the same way, no communities of officials should make decisions for the whole country. They have no such competence.

The goals for the state should set a society whose interests are expressed by politicians. Methods of achieving goals should be determined by smart people. To do this, in normal countries, they hold communities of smart people with uncomfortable diplomas, like our politicians and officials. They can be called the “deep state”, Think Tank, the expert community (an expert is not a louder screaming person in a talk show, but a person with real achievements in his field and recognized by his community).

But bureaucrats (i.e. officials) must execute strategies created by these smart people, acting within the framework of their instructions.

All current officials who participated in the development of "road maps", development strategies and other bureaucracy, should be fired without exception. Let their talents, if any, show in a competitive business, where they will appreciate the market. "
