However, soon after the publication of the decoding, the Federal Air Transport Agency made a refutation of the authenticity of this record, noting that

Chlug Director Alexander Matusevich believes that the whole thing is against graduates of SUSU and his school is built on the substitution of concepts.
- The Federal Air Transport Agency refers to the requirements of the Air Code and the federal aviation rules, which are about specialist training programs. That is, about people who are already recognized by specialists, ”he says. - Students who do not have any education other than school are not specialists. In the case of pilots, graduates of SUSU, we are talking about a program for training middle -level specialists. This is a program corresponding to the Federal State Educational Standard. And the Ministry of Education, which conducted an audit of our school in 2017, did not find any reason for the recall of our license. Our program corresponded to programs approved by the Federal Air Transport Agency.
Matusevich notes that the chlug at the time of the conflict was the only private flight school that prepared commercial pilots. In his opinion, the cause of the conflict was the redistribution of the market.
- The fact is that our training in commercial pilots was worth a noticeably less than in the schools of the Federal Air Transport Agency - 2.2 million rubles. In the Sasovo Flight School, which is a branch of the Ulyanovsk Institute of Civil Aviation, or in the Krasnokutsk School, training cost 3.4 million. Accordingly, we delayed a significant part of the students, and financial flows passed by public schools. We released more than 300 pilots. State institutions would receive good money for them.

In an interview with the correspondent of the “New” Deputy Minister of Transport, Alexander Yurchik, admitted that in the past few years the market has been really monopolized. According to the official, the monopolization occurred “involuntarily” - since during the inspections of private aviation centers it turned out that some of them “do not fully meet the requirements”.
According to Alexander Matusevich, the Federal Air Transport Agency did not have the right to conduct checks and identify any violations related to certification of the AUC, because the department does not have the relevant regulation. “This is the function of Rostransnadzor. And we had inspections of Rostransnadzor. And they did not reveal any significant violations, ”he says.

Apart in pilots from SUSU is the history of 33 graduates of the Faculty of Aerospace who graduated in 2017.
At the disposal of Novaya Gazeta was their letter dated to March 2019, to the prime minister of the country Dmitry Medvedev, in which the pilots said that the Federal Air Transport Agency did not allow them to work-piloting aircraft. The reason is the same - the deprivation of the Chelyabinsk School of Civil Aviation (Chlug), in which the students of the SUSGU were practiced, the certificate of the aviation training center.
According to the graduates, after the Chlug lost a certificate, they went on the basis of the international airports of Balandino and Magnitogorsk: they independently controlled the aircraft from take -off to landing. And after practice, they successfully passed state exams, received diplomas with the qualification of the pilot and passed the necessary testing in the Federal Air Transport Agency.
But in the issuance of certificates of aviation personnel, the last necessary document, they were still refused.

N. entered SUSU in 2013, immediately after graduation.
- I chose this particular university, because before my eyes was an example of a friend who graduated from SUSU and then got a pilot in the Ural Airlines. I knew that in Chelyabinsk flight practice was organized in accordance with the documents of the IKAO ( *international civil aviation organization. - *and. J. ): for example, ICAO rules prescribe that if you flew over 18 hours with an instructor, and the instructor gave you admission, then you can make the first independent flight. According to N., after the first year, their entire group went into the army. “We could go to the army at the end of the university. But then there would be a risk of forgetting what we were taught. As far as I understand, the university or chlug had some kind of ties with the military, because we were sent to serve in the air forces. After the army, we returned, and again plunged into theory and flights, ”he says.
The fact that students of SUSU may have problems with receiving certificates of aviation personnel have become known back in 2016. N. Then began training in the third, last, course.

Having received this letter, the rector of SUSU Alexander Shestakov turned to the transport prosecutor's office.

- This letter of the prosecutor’s office seemed to have removed all the questions. The university gave us a referral to practice. In Chlug, they explained to us that the certificate that was discussed in a letter of the Federal Air Transport Agency is needed for programs of additional professional education, and not for the secondary vocational education program we studied. We flew off on a two -engine aircraft set for 10 hours. We worked on simulators, handed over state exams and received diplomas in June 2017. After that, we went to the Federal Air Transport Agency to take a test to receive a certificate of aviation personnel. This is the last document necessary to start working with a pilot. In July 2017, I successfully passed the test. And a month later ... received a refusal to issue a certificate. For the same reason, Chlug does not have a certificate.
Over the next one and a half years, students tried to sue with the Federal Air Transport Agency, but the courts certainly took the side of the department.
On April 30, 2019, Dmitry Medvedev’s answer appeared on the website of the Russian government to the letter of graduates of the SUSU. In the form of an order.
