
In 2013, Pavel Semchenko decided where to go to study at the pilot. “I really wanted everything to correspond to not only Russian, but also international law. In the leading aviation powers, the pilot characterizes a set of knowledge, skills and skills, that is, a qualification that can usually be obtained in flight schools, ”says Pavel. Training in aviation is expensive, so mature people are mostly decided to become pilots, often with higher education and opportunities to pay for the training course. In Russia, the “archaic”, according to Semchenko, is still preserved in Russia.
We are talking about training at universities and their branches: there are cadets from three to five years, studying from three to six million rubles, and by the end of training, the cadet should fly 150 hours, and as a result, he receives a certificate of a commercial pilot right away. “This is not many hours compared to European countries and the United States, where the flight of a graduate of the flight school is often more than 200 hours, and the training itself takes only one year with theory, while the student consistently receives a certificate of a coupting pilot, then a certificate of a private pilot and, finally, a commercial pilot with all accompanying ratings,” says Pavel, who himself is now studying in the USA. In Russia, entering the university, you can count on the evidence of a commercial pilot, as if bypassing the previous steps.
Viktor Safonov, who is preparing to become a pilot in Slovenia, explains that having 45 hours of plaque, a person can get a license of an amateur pilot, then you should go from six to eight months with a lecture at the ATPL (AIRLINE TRANSPORT Pilot License-a license of a transport pilot-a linear pilot-evidence According to theory, in parallel and already independently dial another 85 hours. In Russia, to issue a private pilot’s certificate in schools after the corresponding module became only in 2017, although the regulatory framework has existed since 2008. Until 2017, there was no possibility of obtaining a private pilot’s certificate in universities, the cadet could count on a commercial pilot's certificate after graduation. Pavel Semchenko decided that this option was not suitable for him, and in 2013 he entered the Far Eastern Center for the Training of Aviation Personnel in Khabarovsk, where there was a theory, practice, and a certificate of private pilot. Two years later, he entered the Chelyabinsk School of Civil Aviation with the test of theoretical training and flight practice of a private pilot (that is, his studies in Khabarovsk) in the volume of the first module approved by the Rosavia of the Program.
Semchenko simply continued his studies and mastered the second, third, fourth modules already in Chelyabinsk: “After graduating from the school, I became the owner of the already cherished commercial license, passed the exam at the level of ownership of the aviation English to the fourth level, received a note about this in a commercial pilot’s certificate.” But it did not work out with the work: the airlines asked for a diploma of the State School of State School of Secondary Professional or even Higher Education, and Semchenko had a diploma of a established sample on professional retraining on the basis of the existing higher technical education.
- After long proceedings, I found that many airlines have a copy of the Rosavision meeting protocol, which took place in 2013 after the disaster in Kazan (there is at the disposal of the editorial office of Novaya Gazeta).
Airlines referred to him and decided not to take pilots with diplomas of the established model in favor of pilots with the diplomas of the Consumer.

The reason for the appearance of the document was the story of the sale of linden flight certificates in St. Petersburg. As Semchenko explains, after the situation was revealed, the owners of the certificates were divided into three groups: those who bought exactly, those whose expense had doubts, and those who exactly achieved and studied well. Among the third group was Sergey Gambaryan (the second AN-148 pilot “Saratov Airlines” who died on February 11, 2018) was also.
- In February 2017, they called me from the airline “Victory” and invited me for an interview. 16 candidates passed, I was in fourth place in terms of results. After a month or two, I had to begin retraining on the simulator, but no one called me. In May, he called himself and found out that the Federal Air Transport Agency “does not recommend” “victory” to take me, as it is planned to annul my certificate, ”says Semchenko. - After an unsuccessful conversation on the phone with the head of the flight department of the Federal Air Transport Agency, Maxim Kostylev, I went to the head of the Ural Interregional Air Transportation Department of the Federal Air Transport Agency Alexander Shulepov, who gave me a certificate. And he suggested that I go through all the flight checks and confirm my qualifications. I handed them over. But on the day when I passed the flight verification for a double -engine aircraft, another order on cancellation was released, in which my last name was.
After that, a group of persons, including Pavel, went to court.
- In court, I have repeatedly said that this is the same as depriving a person of all rights if he has lost his birth certificate in the USSR, instead of a simple and obvious renewal of a duplicate of birth certificate on the Blank of the Russian Federation. I cannot be born again, but this does not mean that I died. But still lost all the courts and cassations. Some of us win, but the Supreme Court is deploying decisions for re -consideration. I voted my feet, moved with my family to Israel, and now I finish in the USA.
But I continue to fight and will not retreat - there is no reason to forgive those who are trying to make us the culprits of all those misfortunes that are now happening in domestic civil aviation.

Ksenia, an amateur pilot (the name changed at the request of the interlocutor) at Chelavia received PPL (private pilot license). She is proud of her education and believes that people who paid from their own pockets came out of Chelavia, understood what they were doing, and most importantly - why.
- Little aviation has great potential, but unfortunately, not in our country. In my, for example, plans to receive Seaplane Rating were seen, there was a Volga, traveling around Russia on a seaplane, some practical application in the future. Only here is the bad luck - in the largest and most super -technological country in the world, where there are so many inaccessible settlements, today there is no way to get admission to the seaplane. After long searches and negotiations with schools in Canada, states and Europe, I found children who did not agree to teach me from scratch (I simply would not have pulled it financially, and the work does not allow me to leave for several months), but to count my existing raid, issue a European license after theoretical and practical exams, and already introduce Seaplane Rating into it after appropriate training. They needed only one thing from me - Verification Letter from the Federal Air Transport Agency that my certificate meets the standards of ICAO.

However, the Federal Air Transport Agency refused Ksenia. She says that she can understand the logic, albeit “barbaric”, in relation to the guys from big aviation: in most of them the state invested a lot of money and, of course, wants to give everyone the “duty to the Motherland”.
“But what have I to do with it? Amateur pilots can bring a lot of money to the economy of the industry, and does not allow the industry. ”
To the question of whether Viktor Safonov, who is studying in Slovenia, after working in Russia, will be able to be able to work, Victor says that this topic is “the most sick”.
- According to international standards, I can, according to the regulations of leading domestic airlines - no. The reason is the lack of higher flight education. Interestingly, someone watched us how difficult it is to pass the ATPL? If I gain 1,500 hours, then the problem disappears. He survived with EASA (European flight safety agency), you can continue at home. Yes, I would like to work in Russia. We have a huge potential of internal and international transport. And on the personal side, I really missed a tax of 13% instead of 40%. Everywhere there are pros and cons. In Europe, there are also enough problems - from financial to flight safety. But to reveal the potential of an individual person here can clearly be better, especially if he is ready to pay bills.
