
Russia is not only energy and gas resources, these are food products, high -tech products, quality services of which will positively affect the economic growth of the country. Anton Siluanov (Minister of Finance) believes that it is necessary to increase the export of non -resource goods by half by 2024 to see positive dynamics. To achieve their goals, all the necessary measures have been taken and the first results are already there, so in 2017, thanks to a good harvest, it was possible to increase sales both in 2017 and in 2018. Last year, export volume increased by 11.7%, which made it possible to earn $ 149 billion. As noted in the government, the growth dynamics are positive. The Minister of Industry Denis Manturov is confident that while the current result is ahead. The plans for 2019 are increasing exports by 8% plus to last year's indicators.
Currently, from the available 1200 positions of non-pierce goods in the international arena, only about 160-170 are represented. While the main players in the market of the People’s Republic of China and the United States of America are about 400 types of goods, this suggests that Russia needs to regularly represent competitive goods and services. The real obstacle of the active distribution of domestic goods is also international trade confrontations and sanctions, this causes certain problems for promoting products. In addition, Russia practically does not take part in the formation of the global chain of added value, which is the basis of the market.
The main project “International Cooperation and Export” is divided into five programs contributing to the achievement of the goal: “Industrial Export”, “Export of Services” and “Export of agricultural products”, “Logistics of international trade” and “System measures for the development of international cooperation and export”. This year, about 86.2 billion rubles were allocated to increase the number of exports, while by 2024 the total amount should amount to 327 billion rubles. The government takes all possible measures to improve the situation, so the law on the “input” VAT in the export of services has been adopted, now Russian companies can receive a deduction. A decrease in the tax burden will positively affect the work of companies providing various types of services to foreign citizens. The key task of the program is to support the domestic manufacturer. Starting next year, corporate programs for increasing competitiveness, the so -called KPPK, will begin their work. Soon a subsidizing program of 4.5% of the banking rate on loans, the purpose of which can be different, but it should be aimed at improving the export position in the country. Winging companies are offered to undergo diagnostics in acceleration programs, more than 304 firms have used this option.
Currently, in test mode, there is a network of export support in 11 regions, which ensures the active interaction of the trade in seven foreign countries: in the PRC, Germany, Turkey, India, Vietnam, Uzbekistan and Singapore. Particular attention is paid to agricultural products in the framework of export, the industry already shows significant results, in 2018 a record maximum of agricultural products was achieved by $ 25.8 billion and Russia took second place in the world for grain export.
The development of exports is closely related to other national projects . The government notes its willingness to maintain small and medium -sized businesses so that ambitious entrepreneurs have the opportunity to take their step forward.
