ECHR recognized constant video surveillance in prisons of the Russian Federation

The European Court of Human Rights (ECHR) recognized the round -the -clock video surveillance for the concluded in Russia in Russia. Igor Gorlov, Denis Vakhmistrov and Viktor Sablin complained about the ECHR. This was reported by "Kommersant."

The prisoners indicated that their cameras in the FSIN institutions were equipped with video cameras, and the observation went around the clock. Sablin was with the pre -trial detention center in Transbaikalia, where he was continuously shot on the video, while the partition at the toilet did not hide a person. There, a video surveillance system was controlled by women-guards.

Sablin also filed a complaint with the district court, where he indicated that it was humiliating for him to undress to other people. The court rejected the application, arguing this by the fact that the women officers were in the performance of their duties and acted within their competence.

The ECHR recognized violations of the articles of the European Convention on Human Rights - for respect for private life and an effective means of legal protection. They also noted that there is a gap in Russian legislation, which made it possible to satisfy the complaints. The laws do not indicate whether it is necessary to observe in common rooms, in residential areas, at what time of day it is necessary to monitor the concluded, how long and under what conditions.

The court ruled the Russian Federation to pay Vakhmistrov 1.8 thousand euros, and Sablin is 2 thousand euros of compensation for legal costs and costs. The judges also indicated that "the recognition of a violation in these cases in itself is a fairly fair compensation for non -pecuniary damage caused to the applicants, so they are not supposed to compensate."
