In total, more than 300 people have suffered from the elements today. But the numbers are still preliminary. Despite the fact that the authorities say that the situation has stabilized and the water level is constantly reduced, the second wave of floods are waiting in the city. People do not believe officials and ask to convey that the Ministry of Emergencies does not cope with their duties well.

Particular bewilderment among the townspeople caused the arrival of the governor of the Krasnoyarsk Territory. Alexander SAS harshly answered a local resident who complained to the condition of the road, who can flood and cut off people from civilization: "What do you want to tell me? I can download the right? I can also swing you." True, after this episode divided into the media with the most critical reviews to the governor, he phoned a resident of Kansk and apologized to her.

On the Trans -Siberian Railway, Kansk is located in only five stations from the Tulun - a city that became an epicenter of floods in the Irkutsk region. When the water began to arrive on the outskirts of Kansk on the night of July 1, the inhabitants were frightened that the Tulun tragedy would repeat them.

No one warned us either about the level or the scale of flooding

- This is the village of Builders, the main flood was there, there was still no water. I won’t go further, I can get stuck, ”said the driver who was driving me to Kansk from Krasnoyarsk and left. I took a taxi and asked me to take me to the area that was most affected by flood. The taxi driver thought for a long time, called up with someone, then looked at his rubber, they say, he could not get, but still drove. About 15 minutes we traveled around the city, then drove to the outskirts and found ourselves in front of a stormy stream of water. She blocked the road.

Cars in the direction of the village walked, and even the buses carefully made their way along a flooded road. I have already gathered to go for a time. But I was noticed by a local resident in a jeep and a drive - his SUV was knee -deep. In the village, part of the houses of high -rise buildings, the rest are private buildings.

The love of the sternum lives in a multi -storey building, here the water reached the porch of the entrance, flooded the basement, where people store foods, and stopped.

“Nobody really warned us either about the level or the scale of flooding,” says Lyubov Petrovna. - They said that, yes, flooding is possible, take valuable things, leave where you can, asked not to panic. But where do we go? How to leave the apartment? We all stayed. On the morning of July 1, we got up, left the entrance, and the water is already at the porch. The light was immediately turned off - the counters are in the basement, and there is already a flood. We all have electric plates, there is no gas, there is nothing to cook food. The stream walked from the side of the village of a new path, my daughter lives there. She brought her grandchildren the day before to me. It was already impossible to get to them after that. I had a lot of workpieces in the refrigerator, I began to run around the village so that at least one of my friends to shove, otherwise they would have left without food. This morning I bought pizza for children, boiled tea from my friends across the road, they already had light, we just had it.

- Did you deliver food and water?

- No, nothing, they sat on a dry ration, who had something. The Ministry of Emergency Situations stood at the final stop. And there was no water there, it walked on the other side. The men are approaching them, they say: "We have a new path drowning, two streets are already flooded, people on the roofs are sitting, knee-deep water, maybe there is some help, that you are standing here, go there. And they don’t hear."

- Didn't they provide any help?

-Yesterday they only made their way to the private sector, began to distribute some drying, but why are they now?

It is difficult to go to private houses in a new path - it is not clear around the water where to bypass. Lyubov Petrovna with her grandson volunteered to conduct me. They were in the slippers, I had to take off and go barefoot on the water.

“Here, they swam on a boat yesterday, probably, you can catch fish,” says Artem, shows someone's yard.

- The garden is sorry, there is no strength. My daughter and I have three sites for two, we are preparing reserves there for the whole winter, and now nothing is left, ”Lyubov Petrovna laments.

- Do you promise to pay compensation?

"The floors swelled - a terrible sight"

“I just went on vacation, started the whitewashing: I collected the rifs, took off the curtains,” says Victoria. - On the eve of the flood, the neighbors said that, probably, they would flood us. But we did not believe. If a car with a loudspeaker drove along the street and warned us, then another thing, and then there were only conversations among themselves. But we did not sleep at night. At 4 o’clock it was already dawn, we went out into the street - the water reached the road and stopped, we have dry. They thought they carried it. I went to see the garden, and from there she poured right before my eyes. We rushed to close the outlets in the bathhouse, it is useless, in all the cracks: Boule-Bul-Bul, a few minutes-and the water is already in the house. How "Kondraty" did not have enough of me, I do not know. By half past five, we have already flooded. The dog was in the fence, jumped onto the boards, and swam.

The washing machine, refrigerators, sofa, children's furniture - everything is wet, now only throw it out. The floors swelled - the spectacle is terrible. Now blackness has already gone, dampness is worth it, I don’t know how we will live if the fungus appears.

-Recently , the Krasnoyarsk governor came to you, he promised something?

- laughed at us, and all: "Well, what are you, everything will be fine." I do not understand how this is possible.

Victoria’s husband, Alexei, optimist and tries to discharge the situation:

- This is the element, here, I think, no one is to blame, the governor - does he close this hole?! In the Irkutsk region, people died. And we can handle it. Life does not end there. Here we have a large table on the whole street yesterday, brought who has something, even played on the guitar. Everything will be fine, ”Alexey assures everyone.

Later, taking me to the station, he said that he insured the house according to all the rules before taking a mortgage. And when he now went to find out what he was supposed to be during the flood, it turned out - nothing. “Now, if your roof was demolished, it would be an insured event, and the floor was swelling, the walls were wet,” they answered him in the insurance company. "Well, then why these insurance?" - the man is indignant.

"Sleep on the hay of the third night"

The neighbors of Alexei and Victoria are elderly people and remember the flood that happened here in 1978.

“Then the water rose to the windowsill,” says Love and Gennady Sidorova, “there was much more damage.” Since then, in case of floods, we have been prepared for the evil, for which we still put all the things before the flood. Household equipment was raised upstairs, Dink’s dog was also closed on a hill, they waited.

The water entered the house of Sidorovs 50 centimeters. In the rooms it smells very damp, everything is wet around, they moved away from the walls, twisted and turned yellow. The old people are lamented that the house was just whitened and now it is necessary to clean it up. But they are especially sorry for the garden for them.

- My wife recently replaced the hip joint, I also experienced three operations. We managed to tear the whole garden three times, so that without a single grass, it was beautiful and neatly, crawled on the knees. There, the tomatoes started up, the cucumbers bloomed, even the potato has risen, and now everything, ”Gennady Egorovich almost cries. - We are afraid, they say, the nine will again be a flood.

- And where do you spend the night? (The house of pensioners is still ankle water.)

- In the garden in the hayloft. We kept rabbits there, and the hay remains. Right there we laid and sleep for the third night. Today we went to the veranda, it is no longer higher and there is no longer water, even though they drank tea. Yesterday, they say, the car came with groceries: stew, cereal, pasta distributed. But no one was notified, and we did not know.

There is no one to help the old people. The only daughter also survived a serious operation.

“You, where you will write, please notify, that the Ministry of Emergencies is negligent to your duties,” the young guy Kirill Khramtsov addressed me. - Not a single car on our street was a green meadow. The water was already suitable for might and main at the twelve in the morning, and they come and ask: "What is it, they drown you, but where does this water come from?" Mockery of people. Cyril also flooded the Kirill’s estate, the water went into the garage, the buildings, and washed away the garden. The day before, along with his parents, he regularly tracked the water level, the family was preparing for flooding.

- When the bridge began to drown, the water leaked in the fields, we already watched without looking up, built forecasts in which direction it would pour. I went to my relatives to spend the night, my parents stayed at home. In the morning, our street was already cut off. I bought water, products and made my way to my mother and dad to the waist in water. Electricians sailed along the street on a boat to turn off the electricity. For some reason, no one did this in advance. The neighbor in the house stood on the windowsill, and his sockets are low. He could not get into the house at all, he was afraid that he would kill. Only when the governor came here already, we turned off the light. Why only, it is incomprehensible, the water began to leave, and people, on the contrary, needed electricity to eat to cook. By the way, I never went to us on the Street, I was only on the Checheolskaya, where there was no dry and water.

- Yes, about this one (shows a hand to the right), there the pipe is laid. In 2000, we were drowning, then the water was on both sides, and we were in the ring, cut off. So now they worried about the same. But this time it did, the water just began to approach us and stopped.

“ But they promised to help you if something happens, because now the situation is under control?”

- Yes, what to help there, all sorts of people go now, they take an interview. There is no sense, only conversations.

- And the fact that the head of the region answered your wife so hard, you were not outraged?

- Yes, we figured it out already, apologized, and we are not at all attention, tired of it.

In addition to the village of Builders, large water came in a few more seats on the outskirts of Kansk: to the island of Vostochny, the cottages "Cheremushki", the island of Starikovo and the area of the meat processing plant. People are worried that they drown the cemetery in the Krasnaya Ilanka area. Four evacuation points have been created in the city, where, in case of deterioration, the situation will collect people left without a roof over their heads.

Nobody officially warned the second wave of floods of the floods, but disturbing rumors stubbornly walk around the city. They say that Agul has already risen - the right tributary of the Can. So it’s too early to relax to the inhabitants of Kansk.
