Dmitry Gudkov was refused the opportunity to get acquainted with the signature sheets of the TV presenter Babayan, because they were "checked in the early morning." There is no final decision on the admission of independent candidates for the elections yet, Yashin and others are asking their voters to support. Hope for participation in the opposition election was expressed by his main competitor Valery Kasamar.

What is by law

“When conducting an audit of voter signatures, including when sample signatures for verification, any candidate who has the number of signatures of voters, or his proxies, authorized representatives or proxies of any electoral association who nominated the candidate, municipal list of candidates and submitting the number of signatures for registration,” - this is what paragraph 9 of Article 37 of the electoral electoral is entitled to be present. Code of Moscow.

According to the Electoral Code, a candidate or his proxies can monitor the verification of not only their signatures, but also any of the competitors.

At the same time, we quote an article by the law (it is important to understand what the violation, for example, Lyubov Sobol discovered in): “A candidate, an authorized representative of the electoral association, which presented the number of voter signatures for registration, should not be notified of the corresponding verification.” The candidate must notify any of the commissions.

Candidates call for verification of media representatives, but there is nothing about them in the law. The Mosgorisburkom "Novy" replied that "this is not provided for the constituency." Although, as noted by the head of the Voice election monitoring department Andrei Buzin: “There is a norm of the law that states that the commission’s activities are openly and publicly. There is also a constitutional norm that says that the media have the right to obtain information in any legal way. But in fact, the media do not let the media, referring to the electoral code, where they are not mentioned about. "

That is, there are no representatives of the media when checking.

"Secret" data input

Andrei Buzin, for the stage of verification, became the confidant of the head of the Krasnoselsky municipal district Ilya Yashin. - There are no mass exceptions of signatures yet. From my own experience, I will say: if there is no order for a handwriting, at the first stage it is extremely few. The first stage is the check by the expert-demonstration and members of the working group (which mainly consists of members of the territorial-picking commission). The second stage is a check through the GAS “Elections” register. Is there a signaling register? The third stage - those signatures that did not pass through the SAS system “Elections” (such a person was not found there) are transferred to the Ministry of Internal Affairs to the Migration Department, and there they check whether such people exist at all.

Buzin is lamented that his rights only include the possibility of being at the first stage: “The most offensive is that in the second stage (since data entering the GAS“ Elections ”occurs in a system administrator sitting in a separate room) is not allowed. They refer unknown to what. I talked with the secretary of the commission, who is an informal leader of the district election commission, and she refers to some kind of commission of the commission, but she herself did not see him. From my point of view, this is an illegal inadequate. This is also a stage, and there can be different. Instead of fixing the list of persons who are not in the voters register, all data will be transferred to the Ministry of Internal Affairs, but you won’t get there at all. ”

"I hope that Ilya will remain"

This is “different” and happened at the second stage of Ilya Yashin. On the morning of July 9, that is, the day after the start of the check, he wrote a post on Facebook: “It seems that they decided to remove me from the elections.” Further, Yashin gives the number of signatures that did not coincide with the GAS system “Elections”. He has such - 734, Kasamara - 343, Konev - 260. “I recall that the number of permissible marriage should not exceed 429 signatures. Thus, the representative of United Russia and the Spoiler from Parnassus are currently quite passing the barrier. But the commission clearly brings me up for withdrawal, ”writes Yashin.

Buzin notes that this is not a “marriage”, but “a mismatch of signatures in the signature sheets of the register of voters”. And there may be errors in the voters register. Therefore, the identified inconsistencies are now sent to the Ministry of Internal Affairs. It is impossible to trace any control at the final stage of the audit, that is, it is impossible to trace how these people will be verified on the framework of the Ministry of Internal Affairs. “Information about the final audit should be provided to the candidate no later than two days before the meeting of the commission, at which the decision on registration is made,” Buzin says. - I have great doubts that the equality of candidates was ensured during a “secret” audit. ” Buzin has in mind that secretly, according to the GAS system “Elections”, all the signatures of Yashin and only part of Kasamara and Konev could check.

“The fact is that this system [GAS“ Elections ”] is far from perfect,” comments the “new” inconsistencies, the vice -rector of the Higher School of Economics and the possible competitor to Ilya Yashin in the election of Valery Kasamar. -Someone changed the place of residence, someone is the surname. I myself came across this when I came to the polls with my family. I want to believe in the best. It seemed to me that we very meticulously checked the signatures, and, of course, it was alarming me.

Regarding Yashin’s statement that “they want to withdraw from the elections”, Kasamar says: “I would not want excessive measures. The fact of collecting 5 thousand signatures for regional elections is a too harsh requirement. And I believe that in relation to the person who passed the municipal elections, he headed the municipal assembly, such checks of excess. I really hope that Ilya will remain in the election race and take part in the elections. ”

"Folders under the table"

-I am now in the election commission of the 43rd constituency. Here is a check of signatures for the candidates of Bulykin and Sokolov. And when I tried to check the folders, what is written there in the signature sheets, they hid these folders under the table and threaten to call the police against me.

The number of “inconsistencies” of the sable was not informed, “to reduce public intensity,” she believes.

Meanwhile, in the 5th district, the proxies of the candidate for deputies Dmitry Gudkov also did not want to show the signatures of his possible competitor-TV presenter Babayan. “I represent me as a candidate member of the election commission with the right of an advisory voice from Saturday not allowed to look at the signatures of the“ self -nominated ”from the city hall. However, she said that the voter who signed her, having learned what was happening at Yashin, made a request if he was in the registry. He was not there, although he voted in the election of the President of Russia. “I know, people have already complained that a huge number of voters were excluded from the register in the presidential election. A large number of people were artificially excluded - they were entered in an additional book when voting (they say that to increase the appearance). Observers noted that there were up to a hundred such people in one site. Since this register is not available for independent public control, assumptions are made that some citizens can already be arbitrarily from there. ”

If Rusakova does not have any signatures in the register, she will contact them through the contacts left so that people confirm their real signatures. Buzin agrees with such a tactic: “If you have more than 10 % of the doubtful, then you are preparing for a refusal. So, we must prepare for calling those whose signatures are on the list of dubious. ”

On the morning of July 10, the municipal deputies stood in line near the building of the Moscow City Workshop on a series of single pickets in order to insist on registering all opposition candidates in the elections to the Moscow City Duma. In the evening of the same day, Ilya Yashin will hold a deputy reception with his voters in the Krasnoselsky municipality.
