As the former military “lost touch” from the Ministry of Defense and can now be on the street

The hostel of the Ministry of Defense in the Moscow district of Khamovniki, which the bailiffs are released from the winter due to the "emergency state", is almost empty. It remains 12 people - former and current employees of the military department who have nowhere to go more. Among them are a large mother and disabled person of the second group. The Ministry of Defense refuses to provide them with another housing, despite the fact that some residents have positive court decisions.

"Do you need to die?"

Anastasia Kot, a dark-haired woman of 35 years old, sits in the small room of the hostel of the Ministry of Defense on Bolshaya Pirogovskaya Street, 51. The family of former military psychologist Igor Kot has been living here since the 91st year after moving from Siberia. The Soviet carpet covers the crack on the wall. Books from the home library are dusting on the mezzanine. Behind the cabinet, a mouse flashes, slipping out of the basement. There are no doors in the room - they were removed by bailiffs. Instead, a transparent bubble film in the openings.

Anastasia’s parents divorced Anastasia, but for a long time lived in a hostel together - there was simply nowhere else. This continued until the first wave of evictions, which began in 2012. Then, according to the stories of tenants, the ministry provided housing to many.

In 2015, Anastasia and her mother also managed to get an apartment, however, through the courts. “For a long time they put infertility to me. And when the courts began, I became pregnant, ”she recalls. “They said that I specially“ flew ”in order to get more living space.” But the woman did not allocate any housing - although he served in the Ministry of Defense for 17 years.

Now the room is temporarily empty: Igor Cat, who survived the stroke two years ago, became a disabled person of the second group and is in rehabilitation. He cannot talk, does not distinguish, where the left and right, he hardly writes.

-[Major General Alexei] Tsygankov at the meeting told me such a phrase: “We never throw our own. The guy went to Syria, did not succeed there, died. It doesn’t matter if he served five months or five years, he has a family left, and we give them an apartment. ” I turned and answered:

“Do you need to die? Only then do you remember about “your own”? ”

"At least kill, but I will not get out of here"

The second wave of evictions began on the morning of February 1, 2019. Military police, security forces in masks and body armor, bailiffs and unknown people in civilian without distinguishing signs burst into the rooms to women, old people and children. They removed the doors from the loops, turning the jambs, and demanded to free the room for several days.

Now in the building through the doorways the wind is walking freely. Things are scattered in the corridors and rooms: old mattresses, toys, shoes, books and children's drawings. What was not a pity to leave.

Six months after the visit of the bailiffs of 170 people who filed complaints of compulsory eviction, 12 people remained in the six buildings of the hostel. Among them are 35-year-old many children Svetlana Klimova.

A woman who grew up in a family of military personnel traveled to military towns and garrisons for almost all her life. She moved to Moscow in 2004. Here, Svetlana since 2006 has been repairing clothes at the Military University of the Ministry of Defense (after 2011 on a civilian basis).

Now she is on maternity leave: last year she had a daughter Angelina. Mom with a girl and three young sons - Cyril, Nikita and Artem - live in two tiny, furniture rooms. Together with them in the hostel, a dog named Marseille and the Cat of Murzik huddle.

However, now the tightness, it seems, does not bother anyone. Svetlana lives on the floor alone. The older boys staged a parking lot for their bicycles in the next room, and the younger joyfully rides along the corridor, sitting on a skateboard.

There is nowhere to go to a mother of many children, like her neighbor below Igor Kot, in case of eviction. The courts refuse to oblige the Ministry of Defense to provide Svetlana with another housing - there is supposedly there is no reason.

- Since February, threats have been received: they tried to crush at work, they said that the guardianship would come to pick up children in order to evict me. I was told that I was a self -seized and deceiver, that I myself refused the apartment. And I did not know, [that they offered it to me]. At least shoot, at least kill, but I won’t get out of here until the children have housing. Stop already mocking!

"Life crippled us"

“Putin, return us housing! Shoigu took him! " -With such a poster, the 47-year-old ex-wife of the military, Elena Volkova, entered a single picket to the Ministry of Defense. She traveled to the hostel under an employment contract in 2000, along with two little sons and her husband, who entered a military university for advanced training. Elena settled at the same university with a laboratory assistant at the Department of Informatics and Management.

- Four years later my husband and I divorced, he left, and I stayed on Pirogovka. Then a lieutenant colonel appeared, who paid attention to me. He offered to live together. I told him: "I am like that shampoo - three in one." He replied that my children were not scaring him.

Elena says that in 2012, when the first evictions began, she managed to win the court from the Ministry of Defense: according to the decision, her family should have been out of turn to provide housing under a social employment agreement. But the woman did not receive the apartment: she claims that the her second husband, with whom she divorced after the trial, got housing without her knowledge.

- Where do we go? We were deprived of registrations, there is no housing. Life crippled us! - exclaims Elena, standing with a poster at the monument to the heroes of the film "Officers".

Nearby they are waiting for their turn to go to the picket Svetlana and Anastasia, but they no longer have time. 15 minutes after the start of the action, two military police officers in red berets are suitable for residents of the hostel.

- Are you with them? - It sharply turns to us, journalists, one of them. - I can regard it as a collective picket. You immediately come up when I did not even have time to turn to a person. Maybe I'm just a passerby. What are you flying like a crow?

Having photographed Elena's passport, the policeman hastily deleted outside the gates of the Ministry of Defense. Then, the representative of the Main Military-Political Administration of the Armed Forces, Sergei Polyakov, approaches the pickets. They are familiar with each other. In embarrassment, calling women “girls”, the military offers to go to the Office to “Talk” with him.

- Yes, how much can you talk already?! - Elena is indignant.

"The Ministry of Defense is not owed for anything"

The meeting with representatives of the Ministry of Defense, which was not allowed to “new” journalists, was in high tones and was not productive, the tenants say. Svetlana Klimova was promised to help with a queue for housing in the Department of Urban Property, but only everything. Elena Volkova said that the department was not owed to the former wives of the military. "

In front of the father of Anastasia, the cat was reminded to the Ministry of Defense, all the obligations to provide housing have already been fulfilled. The woman does not agree: the apartment is 54 square meters. m is designed for her, child and mother (18 sq. M per person, according to the Housing Code of the RSFSR). On the father, the cat insists, no one allocated the living space.

Other issues of residents were also ignored. So, the head of the Federal State Educational Standard of the Central Territorial Administration of Property Relations (Tuo, the owner of the hostel - ed .) Natalya Ivanova previously claimed that six of the eight hulls of hostel were recognized as emergency. The house really looks like this at first glance: the crumbling walls of the facade, destroyed balconies on which trees germinate and rusty pipes. However, none of the residents saw official documents on accident rate.

According to Svetlana Klimova, the building was recognized not by emergency, but unsuitable for living: such a decision was made by the court in the lawsuit of another resident of the hostel, the repressed pensioner Aida Kim. “Why is it unsuitable? Because the 30s of the construction. If it had not been launched specially from 2012 to such a state, it would not have been like that. He needs a major overhaul, ”Svetlana complains.

Residents are also unknown what will be at the place of hostel. According to them, rumors go different: that the building will be demolished, that in his place an unknown billionaire will build an elite residential complex and that a military university will pick it up and cadets will settle in it.

The head of the distribution and accounting department of the housing stock Joe Andrei Shanin, in a conversation with the correspondent of Novaya, said that he was not aware of the fate of the building. The press service of the Ministry of Defense was unable to quickly respond to our request.

On July 12, Svetlana Klimova and her four children are preparing for the next clash with the military police and the bailiffs: “The representative of Tuio at the meeting said that if you evict a mother with many children, then the rest of the inhabitants are also evicted in a chain to the street. - Residents may demand the provision of other housing. Moreover, they can demand it from both the Ministry of Defense and from the municipal authorities, since they do not have the right to evict them without providing another dwelling. In this case, the state cannot deprive the tenants of the premises on the basis that the house must be demolished. Moreover, new housing conditions are likely to improve. At least, the authorities certainly do not have the right to deteriorate them. There are standards for the provision of meters of housing per person, and now they have become more than they were in the 90s.
