In the city of Buye, Kostroma Region, the Investigative Committee did not initiate a case under Article 319 of the Criminal Code (insulting a representative of the authorities) against the administrator of the Vkontakte group, Vladislav Bykovsky (pseudonym Vlad Druzhkov). This is reported by the publication "7 × 7" in the Kostroma region.
The investigator did not find signs of a criminal offense in the video, published in the Druzhkov Live group (renamed to Gloomy Villages). In the video, a resident of Bui criticized the storm sewer and mentioned "Sralnikov", calling him a "goat", after which the head of the administration of the city of Bui, Igor Ralnikov, asked to initiate a case under Art. 319 of the Criminal Code for insulting him as a representative of the authorities.
states The investigator's ruling that a criminal case will not be initiated against the group's administrator, Vladislav Bykovsky, since he personally did not offend anyone. Also, the local resident, the author of the video, did not violate the Criminal Code, since it has not been established that he insults Ralnikov precisely in the performance of official duties. However, the investigator sends materials to the prosecutor's office and the police on the grounds of an offense under Articles 5.61 of the Code of Administrative Offenses (insult) and 20.1 of the Code of Administrative Offenses (petty hooliganism) in the actions of the author of the video.
At the end of June, the prosecutor's office challenged the investigator's refusal to initiate a criminal case and demanded that the Investigative Committee conduct an additional check.
