The Ural village of Rosa goes underground. Residents require relocation

Last week, five letters from the residents of the village of Rosa of the Chelyabinsk Region came to the editorial office of Novaya at once. People wrote that recently they feel tremors, because of which there are cracks on the walls of the houses, and asphalt falls in the village.

The problem of the rose is a long and well -known. The village stands right on the edge of the now closed Korkinsky section, the deepest coal career in Eurasia. And for many years it has been sliding into his bowl.

In 2012, Vladimir Putin personally instructed to resettle the outskirts of the rose adjacent to the section. Then several thousand people were relocated.

Seven years have passed, and the inhabitants of Rosa again beat the alarm, fearing for their property and life.

The village is cracking

- On July 7, 8 and 9, we were shaking. The dishes trembled and windows. Once he shook very much - even friends even fell in the kitchen. We were worried, but they did not write in the media: nevertheless, tremors here exist as much as quarry. And on July 11, after the shocks of cooking, asphalt collapsed. A huge pit - six meters long, four meters wide, and in depth more than human height. It was then that we began to complain: nevertheless, the village stands in the mines. The streets, houses, and under them are voids. And if someone’s house fails tomorrow?

With a resident of Rosa Aina Sokolova, we are walking along the main street of the village - 50 years of October. On the right side are two -story houses of Soviet construction. In cracks and with a peelled cladding. Cracks, however, are more often stale: they are not closed in a rose for years. On the left side is a field in which there are ruins left from houses settled after Vladimir Putin's instructions. The inhabitants of the right side are envious of the former residents of the left - they are now far from the career: they were moved to Kopeisk. The remaining land leaves under the feet.

We go to one of the barracks.

The pensioner Nadezhda Cordova lives on the ground floor and waits for the second to fall into her.

- Our houses are so dilapidated - a slag block of a post -war building. And these tremors finish them: my ceiling began to pour in my ceiling, - Nadezhda shows the cracks walking on the ceiling. - We just did not go where: both our administration and the deputies of the State Duma. They tell us: they are about to be relocated. And then it is not about promises. Now they wrote to the prosecutor’s office, we are waiting for an answer.

In another two -story house, the ceiling has already collapsed. The ceiling between the roof and the second floor could not stand it. Wooden beams fell directly into the apartment. True, the owners moved from it a few months before the emergency.

- Our house in May of this year was recognized as emergency. Complete wear of supporting structures. But when they move, it is incomprehensible. There is no money, ”says a woman who was living next to the collapsed apartment, who was represented by Karina. - And until they move us, we are leaving underground: a huge hole has formed under my bathroom. She was measured. They said that KAMAZ with gravel is needed to fall asleep. Yes, and pay attention: we have the windows of the first floors almost flush with the ground-but before they were high.

Valentina Kara-Baza worked as a mountain master in the mine 13 years old. Like other residents, she confirms that the rose is periodically shaking, and in recent days - especially intensively.

- This is due to the fact that when the career was closed, no competent conservation of mines was performed. They could be blessed with clay, but instead they were simply abandoned. Naturally, methane began to accumulate there. And brown coal - perfectly self -burned. And when this happens in a methane shaft, an explosion happens. If the explosion is strong enough, the land collapse occurs. That's how it happened under our cooking. Because the village stands on a rather thin layer of land, under which-non-consulted mines.

The pit under cooking by the time of my arrival in the rose was already closed. True, new cracks have already begun to diverge from her in asphalt.

Not resettled

I move to the left side of the street and head to my career. However, half a way to him, I suddenly find a residential building.

Nail Ishmuratov and his wife Love live on Lokomotovaya Street, 200 meters from the cup of career.

- In 2012, when Putin instructed to relocate a rose, our house fell into the program. But the problem arose - not all documents were drawn up for this house. The administration said: go and draw up, then move. We took two years with the documents: we even had to sue. And when the full package was in hand, we came to the administration and received the answer: the migration is over, it will not work to move out, ”says Nail Ishmuratov.

The man is surprised:

How could the program of resettlement be curtailed without moving all the inhabitants? After all, money was allocated - 5 billion rubles. Where did they go?

Ishmuratov began to write complaints to Vladimir Putin, but they never reached the president. It also failed to get to the straight line.

With Nile, we go to a career. Two small fires are visible in the bowl.

- I have worked in the mine for twenty years. Of course, tremors are associated with poor conservation of mines, a fire of coal and explosions of methane. Only it makes no sense to preserve the mine now - the coal is too actively on. The rose needs to be relocated. At least a kilometer from a career. So, after all, at first they promised to do. And then they moved half a kilometer and calmed down.

I failed to find confirmations that it was originally planned to relocate a kilometer zone. However, this is evidenced not only by Ishmuratov, but also by other residents of the village.

"There are no explosions"

On the day of my arrival in the rose, shocks are not felt. One of the interlocutors in the government circles of the Chelyabinsk region explains that what was happening in the village from July 7 to 11 could not be connected with explosions in the mines, but with military exercises that passed in the region. But this is unofficial. The official position is as follows: there were no tremors at all.

With the head of Rosa Andrei Vlasov, we meet in his office in the building of the village administration.

- In 2012, beacons were installed by which a specialized organization tracked whether there were actually or not shocks. No shocks were recorded. As for the failure of cooking, after which the inhabitants began to anxiety, in this place in Soviet times was a cesspool. In the 80-90s, it was sealed with concrete slabs. Now this concrete has crushed, and a collapse has occurred. I must say that this, alas, is not the only former cesspool in the village that was shown in this way.

According to Vlasov, he understands why the inhabitants of the rose are the alarm: many live in dilapidated houses, while there is no money to relocate money now.

- People saw how, after the instructions of Vladimir Putin, their neighbors moved from the same dilapidated houses. And, of course, they also want to move to normal strong housing. But unfortunately, we have a resettlement from dilapidated housing throughout the country is more slowly than we would like.

Vlasov says that today the Russian Copper Company is operating in Korkinsky, which is engaged in extinguishing coal fires.

- And they extinguish very successfully. Three years ago, the quarry was burning so that the whole village was in Smog, but now look - there is no smog. And I am sure that if some explosions and tremors occurred, then RMC would take measures to eliminate them.

The RMK itself Novaya Gazeta also stated that there was no explosions in mines of roses.

“The message widespread by social activists contains inaccurate information and misleads citizens. The company does not conduct explosive work on the Korkinsky section, and together with the Ministry of Emergencies is engaged in extinguishing the self -heating zones, ”says the head of the RMK Department for Public Relations Dmitry Fedechkin. - For the first quarter of 2019, in the Korkinsky section of the self -heating zone decreased by 30%. <...> The project for the liquidation of the developed development of the Korkinsky coal section in 2018 was a public discussion and received a positive conclusion from the state environmental expertise <...> the draft elimination of the incision was calculated until 2042.
