New details of the mass extra -court execution of 27 residents of Chechnya. Investigation of Elena Milashina

In July 2017, New Gazeta published a list of 27 residents of Chechnya, detained on suspicion of participating in illegal armed groups. All these people, according to our data, became victims of mass extra -court execution.

One of the most significant evidence that the New Gazeta operated on were two documents received from the source in the UFSB of Chechnya. The first document was a scheme with photographs and data (names, surnames and operational information) of the residents of Chechnya who took part in an attack on a police officer in December 2016 in Grozny, as well as detained shortly after this attack. 12 of the people indicated in this scheme appear in the “shot list” of the “Novaya Gazeta”.

The second document was a combined police table with photographs and data of 67 people detained in early January 2017 during police raids in the Kurchaloevsky and Shali districts of Chechnya. 14 of the defendants indicated in the table are also listed in the “shot list”. Another person from the list is not listed in either the scheme or in the table. The defendants in this “shooting list” were executed on the night of January 26 on the territory of the regiment of the patrol and post-post service of the police (PPSP) named after Akhmat Kadyrov.

Three months before the publication in the newspaper, the list of 27 killed was transferred by us to the Investigative Committee of Russia.

We insisted on a thorough verification of this information. The audit was carried out by the Main Investigative Department of the Investigative Committee of the North Caucasus Federal District. We, in turn, continued the journalistic investigation and published partially, and then completely the schemes and tables provided to us by the source from the UFSB of Chechnya.

At the same time, regardless of Novaya Gazeta (this decision was made consciously, in order to maintain maximum objectivity), the Human Rights Center “Memorial”, in particular, the head of the Chechen branch of Oyub Titiev, conducted its investigation. In March 2018, almost a year after we transferred information about extrajudicial reprisal to the investigation, Vladimir Polivanov issued a decision to refuse to institute criminal proceedings.

For this year, investigator Polivanov

• did not interview journalists of Novaya Gazeta, who provided the investigation with information in the case of 27 killed,

• I did not request and did not withdraw the table and the scheme that proved the indisputable fact of the detention by the Chechen security officials of all people indicated in the “shot list”,

• He was not associated with the PC "Memorial", which at that time the relatives of the dead have already made statements about legal assistance.

The check was carried out superficially.

Obviously, the main goal of the investigation was aimed at concealing any information capable of confirming the fact of mass extra -court execution, mass illegal detentions, prolonged content in “secret prisons”, terrible torture of people and subsequent falsification against them of criminal charges.

It would be a mistake to believe that in this way the investigation burned out and covered exclusively Chechen security forces. In fact, the awareness of the true meaning of information devoted by publicists of Novaya Gazeta reporters came later. With a proper investigation, the charges of committing serious crimes would have to be brought not only by an ordinary Chechen police, but also to the leadership of the republic, personally and publicly, on journalistic cameras, which managed police raids in January 2017.

In these crimes, in equal to the Chechens, the degree could be involved in the employees of the Ministry of Internal Affairs, as well as employees of the Investigative Department of the Investigative Committee of Chechnya and the Federal Security Service of Chechnya, who were seconded to the republic.

From the latter, in fact, this story began. It was the UFSB of Chechnya who directed the “trail” in January 2017 that few capable of operational-search activities, but, apparently, were trained in the violence of Chechen police.

Large -scale police raids took place on January 9-12, 2017. These raids were widely covered by local and federal media. They were attended by local district police officers, operational employees of the Kurchaloevsky and Shalinsky OMVD, and the power support was mainly provided by the employees of the PPSP named after A. Kadyrov. Dozens of people were detained, but almost all detainees were involved in any unlawful activity.

In this sense, a raid in this sense in the village of Tsotsi-Yurt Kurchaloevsky district is indicative.

On January 9, the village was completely cordoned off. The police table, which was at the disposal of Novaya Gazeta, has 11 residents of Tsotzi-Yurt, but in fact there were more detainees. Ten of the eleven detainees, a completely falsified accusation of weapons was subsequently brought against and participated in illegal armed formation (NVF).

One of the detainees - Mokhma Muskiev - was executed. The reason for his murder could be his last name:

The distant relatives of Mokhma, four Muskiyev’s brothers, were once, in the days of independent Ichkeria, very influential militants and serious enemies of the Kadyrov family. Subsequently, part of the men from the Muskiyev clan were even forced to change the surname (to take maternal, which was categorically not accepted from Chechens). Mokhma Muskiev did not change his last name. On January 9, he was taken right from the construction site, in clothes, stained with concrete, in the galoshes on the bare foot ...

Among the detainees on January 9-12, the most of all were residents of the city of Shali - 28 people. Eight of them fell into the "shot list". The reason for the mass detentions in the Chalia was the search for participants (and their possible connections) of the real armed group, which included Raibek Idrisov, Umar Oddiev, Uzum-Khadzhi Madayev, Alikhan Kupchiev, as well as the cousins ​​of Adam and Imran Dasaeva. The recruiter and, it seems, the leader was a certain Dok Rashidov.

The group existed at least since 2015, in October 2016, Idrisov, Kupchiev and, apparently, Adam Dasaev committed the murder of an employee of the Dautmerzaev’s private security, stole his service weapon - a Makarov pistol and a Kalashnikov gun. This murder remained unsolved until in January 2017 the UFSB of Chechnya did not transmit the Ministry of Internal Affairs of Chechnya to Uzum-Haji Madayev (a resident of the village of Kurchali, born in 1980. In December 2004 he was convicted for 12 years and six months, since January 2015 he was under administrative supervision) and Imran Dasayev.

Apparently, even the UFSB had a rather vague information, because on January 9, more than a hundred police officers cordoned off the house of Imran Dasaev, but none of the police came to Kupchiev and Idrisov. Despite the cordon, Imran Dasaev was able to leave and join the accomplices. Quickly, they got out of the shawls and, while the Chechen police broke the floors in the Dasaev’s house, went towards the village of Avtures. However, they got lost and decided to stay in the village of Geldagan at the native sister of Adam Dasayev.

And a big question, they would have caught this group, if it weren’t for the sister’s husband, who called and conveyed to his relative, serving in the North Guard battalion.

It was the fighters of the “North” as a result of the stormed on January 11 a house in which five in general, poorly armed, not very well-owned weapons, had settled. The sixth - Imran Dasaev - after several unsuccessful attempts to convince the accomplices not to resist and try to get out of the republic instead himself. Already at a decent distance from the house of Shurin, he heard the sounds of the battle. During the shootout and storm, four militants were destroyed. Adam Dasaev was taken alive. Three employees of the North battalion were also killed.

With a great degree of confidence, it can be assumed that as a result of the involvement of the group in the murder of an employee of the private security of Dautmrazaev, they learned from Adam Dasaev. At the battlefield, his service weapon was found - a machine gun and a gun. The pistol on the night of January 12 to 13 was placed in a package in the house of Imran Dasayev. This house was completely controlled by the Chechen security officials from January 9, which Dasaevs themselves told in court and confirmed them to the villagers.

Meanwhile, on January 14, Imran Dasaev reached Grozny and, realizing that he had little chance, decided to give up. Not far from the square, he went to the district police officer, named his name and was detained.

This confirms the information known to the operatives. Datsaev in the fall of 2016 killed the senior sergeant of the police Ayuba Dautmerzaev. Now he had the arrogance to ask for forgiveness for the murder and say that he was repenting later.

The whole gang was coordinated by a native of the city of Shali in Syria. His name and surname are known. All contacts were tracked. At the moment, the entire gang group has been neutralized, more than 50 participants have been delivered to the police . This is a great success of law enforcement agencies, which the population helped very actively.

Starting from the end of the summer of the past year, in strict secrecy, work was carried out to control those who recruited the gang participants, bought weapons, and developed plans to commit terrorist attacks. At that moment when they realized that it was necessary to eliminate the gang, they conducted a special operation in several settlements ... "

However, the materials of numerous criminal cases refute the statements of Ramzan Kadyrov.

In these matters there are many signs of multi -month falsification, sometimes completely stupid, and sometimes infinitely impudent.

But the traces of the multi-month “secret” (apparently, the head of Chechnya had in mind the operational-search) work-no. Almost all the detainees who survived before the criminal case and the court were captured chaotic. The composition of the gang and the leadership, according to police officers, constantly changed (the same people at first under torture admitted that they were in the gang of Mokhma Muskiev, then in the gang of Uzum-Haji Madayev, then in the gang of Imran Dasaev). There is no evidence of the presence of stable ties in the gang groups, the distribution of roles and other characteristics of the organized criminal community in the case file.

Members of the invented NVF got acquainted with each other after the detention, when they sat chained handcuffs to the batteries in illegal places of imprisonment.

All of them gave “confessions”, but in this case it was literally clean sheets on which the detainees simply put their signatures. There were hundreds of such sheets.

About the writings that the investigating authorities of the republic, trying to legalize the “more than 50 detainees” as a result of the January police raids (the figure that Kadyrov himself repeatedly voiced publicly), is eloquently evidenced by the situation with the brothers Adam and Imran Dasaev.

How Adam Dasaev was actually killed

Adam Dasaev was detained on January 11, 2017. On this day, he was shown on all federal channels. For example, in the plot of VGTRK, Adam Dasaev stands surrounded by Ramzan Kadyrov, Magomed Daudov, Ruslan Alkhanov, Aslan Iraskhanov (commander of the PPSP named after A. Kadyrov), Abuzait Vizmuradov (commander of the Terek team) and other Chechen security officials.

After the detention, Adam Dasaev was placed in the basement under the sports hall of the regiment of the patrol-post-post service of the police named after Akhmat Kadyrov, in the cell he sat with his brother Imran Dasaev. Both brothers, according to eyewitnesses, were terribly sunk. Late in the evening of January 26, several operational employees of the threat came to the gym’s basement. At least 13 people were taken out of the cameras - they all take place in the Novaya Gazeta table as Amira. They were offered to sign a strange text that they undertake not to leave Russia.

Then the PPSP employees brought the detainees in two and on the UAZ took to barracks No. 6. In the basement of this barracks in the room with the tennis table were the commander of the regiment Aslan Iraskhanov and the head of the Ministry of Internal Affairs of Scheli Tamerlan Musaev. Also in the basement of barracks No. 6 was the head of the Shali district, Turpal Ali Ibrahimov and his guards. Irazhanov and Musaev played tennis, the detainees sat squatting in the same room.

They took turns in the next room and killed there.

The first of the detainees was shot, after which they decided to "do not dirty the room with blood, since the regiment fighters train there."

Four people pressed their arms and legs to the floor, a sports rope passed under their neck below, and one of the employees, stepping on the back of the detainee, tightened the rope around his neck.

The corpses were taken to shawls.

In this way, Adam Dasaev was killed.

However, despite his public (shown on all television channels), the detention, Adam Dasaev does not appear in the materials of the criminal case. The investigation “remembered” him and clarified his fate only when the “New Gazeta” transferred the list of 27 killed to the Investigative Committee.

According to the investigator of the GSU according to the North Caucasus Federal District, Vladimir Polivanov, Adam Dasaev “never delayed <Chechen law enforcement agencies, since> ... is on the international wanted list on suspicion of participation in illegal armed groups in the Syrian Arab Republic ...”. Adam Dasaev was declared on this very wanted list after the New Gazeta published information about his murder in the PPSP named after A. Kadyrov.

The detained Imran Dasaev on the day of his detention - January 14 - was also shown on television - this time in the news of the Grozny television channel.

The plot was very long - about half an hour. This moment (the duration of the plot) is very important, and that's why. Imran Dasaev stands in front of Ramzan Kadyrov surrounded by all the same Chechen security officials. It stands in the cold, without outerwear. It costs a long time. Already the environment Kadyrov was filled with warm jackets. The security forces have already changed, holding Dasaev, standing with their hands behind their backs, obviously shackled handcuffs. And only the head of Chechnya, without feeling neither fatigue nor frost, says, says ... But what is important. During the half -hour speech of the head of the republic, Imran Dasaev does not demonstrate any signs of a bullet wound in the leg, which, according to investigators, he received during the battle in the village of Geldagen.

He has no injury in the television plot, made on January 14, 2017.

However, the very next day, Imran Dasaev will be in the basement of the gym of the PPSP named after Kadyrov with a shot leg in which the bullet was stuck (it is never removed from his leg until now). Dasaev’s leg will be forced to treat and generally ban on any help to him. During torture, it will be on this leg that will be repeatedly and specially beat. In the end, Imran Dasaev will not be able to move independently, and his cellmates will be taken to the toilet. One day, Imran Dasaev will try to commit suicide by weaving from the underwear, they will have time to stop it.

Imran Dasaev spoke to his cellmates about the circumstances of his injury: on January 14 he was taken to the residence of the head of Chechnya. I believe that without journalistic cameras, the conversation with Dasaev was much more tough. At some point, Imran Dasaev could not stand it and in his own words about his father Ramzan Kadyrov provoked the latter.

Ramzan grabbed a pistol from the guards and opened random shooting, directing, however, the barrel of the pistol to the floor. One of the bullets (possibly with a ricochet) fell into Dasaev’s leg.

Dasaev’s certificate confirmed Novaya Gazeta several people, including one of the eyewitnesses, gave written non -anonymous explanations. The New Gazeta will be ready to provide these certificates to the investigation within the framework of 27 criminal people initiated by the murder.

However, in the materials of the criminal case it is written that Imran Dasaev was detained not on January 14, but ... on February 15, 2017 in the city of Shali by employees of the Shali OMVD.

All these people are from different departments, but equally brave, have assigned to us responsibility and hope that this terrible crime would not remain unrecognized and unpunished. We joined forces with all human rights organizations working, despite the huge pressure, in Chechnya. For two years of painstaking work, we have found enough evidence that the criminal case on the fact of the extra-court execution of 27 people, illegal detention, torture and falsification of criminal cases was nevertheless instituted and investigated. And the criminals are named and punished.
