In a fire in a tent camp in the Khabarovsk Territory, four children died

On the night of July 22 to 23 in a children's camp on the territory of the Holdomi ski complex in the Solnechny district of the Khabarovsk Territory (43 kilometers from Komsomolsk-on-Amur), a fire occurred. Three girls were killed 2006, 2007 and 2009 and one boy born in 2008

The ten -year -old girl died on the spot, three more children were taken to the intensive care unit of the Central District Hospital of the Sunny District, their condition was immediately evaluated as extremely serious. A few hours later they fell into a coma. The issue of their transportation to the Khabarovsk hospital was considered, but due to multiple burns, this transportation by helicopter was prohibited.

About eight in the evening, all three died in intensive care. The children were called Veronika S., Elizabeth B. and Alexey M.

On suspicion of committing a crime provided for in paragraph 2 of Article 238 of the Criminal Code of the Russian Federation “Provision of Services that do not meet the requirements of the safety of life and health of consumers”, the director of a commercial organization was detained, which owns the Holdoma and the camp, Vitaly Burlakov and the camp director Maxim Kuznetsov.

The investigating authorities of the Investigative Committee of the Russian Federation for the Khabarovsk Territory opened a criminal case under part 1 of Art. 109 of the Criminal Code of the Russian Federation ("Causing death by negligence").

On the morning of July 23, the Governor of the Khabarovsk Territory Sergey Furgal held an emergency meeting at which he asked his subordinates why, in the spring, with a planned verification by the state supervision, nor in the summer, with planned checks of children's camps, the tent camp was reported. Then he flew to the sunny area.

It is unlikely that the governor Furgal did not know that there is a camp on the territory of the region where children live in stationary tents. To accommodate children, they were used for the second year in a row, this is confirmed by the Minister of Education of the region Alla Kuznetsova. And initially they were installed to accommodate the participants of the Amur Youth Educational Forum, which was organized by the Committee on Youth Policy of the Government of the Khabarovsk Territory.

The message about the installation of tents first appears on the official website of the Government of the Khabarovsk Territory on April 24, 2018 with reference to the press service of the governor:

“In total, more than a thousand young people will come to the forum [Amur] - 350 in each of three shifts. In this regard, the construction of a tent camp on a single wooden flooring continues. The tents will be equipped with heat heaters, sanitary nodes and showers will be installed nearby. <...> The tent camp is organized in accordance with all the requirements of sanitary and fire safety. ”

In the Instagram account “Mountain Resort Holdficial”, the first information about the installation of the tent camp appeared even earlier: March 14, 2018.

The first version of the cause of the fire was the use of heating devices in tents. The social network got information that children could dry things on the heater.

According to journalists of the Fluger publication in Komsomolsk-on-Amur, providing the infrastructure of the tent camp ordered a regional house of youth. The winner of the auction was the Extreme Service LLC associated with Holdomi. The price of the contract amounted to 20,435,445 rubles.

The auction documentation indicates 24 tents, each of which is equipped with a heating system with a description: “A diesel gun with an installed flame control system and protection against overheating, as well as with a possible connection of a room thermostat - to automatically maintain a certain temperature.” We are not talking about other types of heating in the technical task. The contract was concluded on May 14. And on September 12, after the completion of the forum, the contract was changed, but it was not published.

According to Fluger, the participants of the last year's Amur Forum claim that no one saw the diesel guns described in the terms of reference. Instead, heating radiators appeared in some tents. Their power was not enough, the heaters had to use.

This year, heating radiators were also not in all tents, it was necessary to use thermal talents.

Children in the tent town last night indicate a Fluger correspondent for the fan image, this is a “breeze” for 700 rubles.

In a conversation with the “new” education, the Khabarovsk Territory Alla Kuznetsova said that the camp was part of the register of children's health camps and went through all the checks: “The camp was accepted entirely. This is not a tent camp that is installed in the forest, these are stationary tents. Treaties with parents concluded two types: for living in the building and living in a tent. Parents signed these agreements. And the difference in the vouchers was in price. "

The cost of a ticket with accommodation in the building was 37 thousand rubles, with accommodation in a tent - 24,943 rubles, the minister said. She also denied the information that more than the trips were sold than places in the camp: “The camp was designed for 450 seats, either 429 or 427 vouchers were sold, it must be clarified.” Alla Kuznetsova was with a working trip in Moscow, in the evening on Tuesday she flew to Khabarovsk to hold a meeting in Komsomolsk-on-Amur on Wednesday morning.

In the Khabarovsk Territory, from July 24 to 26, a three -day mourning was announced.
