
The State Duma has submitted a bill on mandatory identification of e -mail users by phone number. Among the authors of the bill are old familiar senators Andrei Klishas and Lyudmila Bokov, who are also formal architects of the concept of “sovereign Runet”. Klishas and three of its co -authors propose to introduce a special identification agreement, which the operator of the communication and the organizer of the email service (a new concept proposed by Klishas and Co.) must conclude with the user.
The certificate, which Klishas through assistants handed over to “New” as his comment, it is said that the organizer of the email service has the obligation to “ensure the transmission of electronic messages of only identified users of the Internet. “In order to combat the so -called spam, the organizers of the email service are also responsible for ensuring the technical ability to refuse users to receive electronic messages from other users,” the authors of the bill added. In other words, the main goal of the new bill is stated the struggle against spam and especially the postal terrorism, which became widespread at the end of last year.
The bill is not only written by a monstrous language, it is also absolutely impossible, experts in the field of IT state unhappy.
“In the ideal world of Senator Klishas, everything, apparently, should work as follows: special services will find out to which the e -mail is attached to the phone number, the user’s data (through a passport with a residence permit) is attached to the phone number, go to his house and delay,” the director of the Non -Profit Organization of the Internet Protection Society Mikhail Klimarev grins. In reality, electronic letters with the threat of mining, and even more so spam can go from a postal server from any country, and the electronic box itself may simply not exist in principle, he notes.
The bill primarily inhibits Russian postal services, which are part of the register of the organizers of the dissemination of information - this is, first of all, Yandex, Mail.ru Group and Rambler. Companies are already beginning to openly show their discontent. “The bill is inappropriate and redundant: it involves significant inconvenience for users and discriminates Russian market players. Domestic companies will suffer additional costs, while foreign players have repeatedly ignored the requirements of Russian legislation. We do not see the prerequisites for the proposed innovations to somehow change this practice, ”says Vladimir Gabrielian, vice-president and technical director of Mail.Ru Group. At the time of publication of the material of comments from Yandex and Rambler, the “new” request was not received.
It is not difficult to technically perform two -factor authorization, just for Russian services this will result in high expenses. “Russian services are already collecting phone numbers for internal needs. Now the authorities want to make this identification mandatory, which will lead to the possibility of special services to calmly gain access to user correspondence, ”explains Vladislav Zdolnikov proxy service, the owner of the TGVPN proxy service.
Mikhail Klimarev predicts an additional outflow of users from Russian services.
Oddly enough, the most from this bill under such a scenario is wounds by Google and their postal service Gmail. All previous bills related to personal data or obligation to somehow complicate user identification, Google successfully ignored. Periodically, the company receives fines for non -compliance with legislation: the latter in time was 700 thousand rubles, but this is the same as the “mosquito bite for the elephant”, continues healthy people.
“Moreover, the Appspot service has been created in Google, where the same“ smart vote ”was translated for a long time, the“ Grani.ru ”and“ MBH-Media ”sites, and Roskomnadzor simply does not dare to block them,” says the IT expert. - Then it all depends on the political will: whether the Kremlin will decide to block Google. It seems to me that the current bill is not the extreme point after which such a decision will be made. Protonmail service can be explicitly blocked ( most of the "postal terrorists" wrote messages from it.-Ed. ) And some Yahoo-but that's all. "
Mikhail Klimarev, in turn, adds that the bill does not bother Google (so you can involuntarily think about whose interests the lawmakers work), and the pressure will only be reinforced on the same “Yandex”. It is enough to recall that recently the key player of the Russian Internet has already been attacked by the special services who demanded encryption keys from Yandex (and eventually received them). The new initiative of Senator Klishas, however, looks absolutely meaningless even against the background of the previous, also not the most useful and not the most intelligent laws on the Internet.
