The volunteers in the shelter for homeless animals are watched much more closely than the wards

“Finally opened. I don’t have five, and one is very sick ”,“ My dogs were afraid to leave the cage, weaned, ”“ On the first day, the employees provoked a scandal, followed me with the camera and shot every movement of mine ”,“ They already compiled an act of violation of the instructions for two volunteers, threaten to select the pass. ”

Such messages sprinkled to me in the messenger when the dog shelter was opened after a more than two -month quarantine.

Two and a half thousand dog souls live in the Moscow shelter of Biryulyov. They live in cages that stand in long rows, some look south, others to the north. In some, the sun always bakes in the heat, and the second sun has never seen. Here, on the territory of the shelter, however, not in cells, but in a hostel, workers live, watch for two weeks. Workers should feed dogs, pour them water, change sawdust in cells and even walk with them. Workers should be “at the rate of one regular unit for 40-50 goals of dogs”, but in fact there are no more than 20, then seventeen, or even less. Therefore, the main power here is volunteers: they feed, and walk, and just love. Without love, the shelter becomes just a concentration camp.

There are still bosses and veterinarians in the shelter. The bosses must ensure that life in the shelter goes according to the law and order, so that the veterinarian is treated, the workers fed so that there are enough feed and medicines so that the dog houses would not fall apart and it would not be cold in them in winter. So that for the damaged and brought dogs there is a real quarantine - one dog in a cage, so that dogs and cats (about two hundred of them) be sterilized, and then attached to the families.

The basic law of the shelter is “the regulations for capture, transportation, sterilization, maintenance and accounting and registration of hopeless and ownerless dogs and cats in the city of Moscow”. After the 2016 scandal, with the Veshnyaki shelter, in which, in terrible conditions, dogs and cats died, all shelters decided to transfer Bano Eco to the housing and communal services department, namely to the GBU “Roads”. Although what does the roads have to do with vagrant animals?

But it seems then, in 2016, there really became really more order and benefits for animals. There was a hope that instead of complaining about the leadership of the shelters in all conceivable and inconceivable authorities, it will be possible to take care of animals, walk with dogs, tame the wild and arrange tamed into new families. That is, engage in the direct work of the volunteer of the shelter of stray animals.

And in the shelter "Biryulyovo" there were also such hopes. And on paper, in the reports, everything was good - capture, sterilization, maintenance, attachment, everything seemed to be according to the regulations. And in the real life of the shelter that the volunteers saw, everything was not entirely true. Most came here on weekends, because earlier the working day of the shelter ended at eight, and then moved to six in the evening, so after work no one had time. Behind each volunteer, dogs were assigned-who has ten, who has 60, and who had 120, in different ways, but at least twice a week tried to come to them. The most important thing that the volunteers did is called in the regulations "Work on the socialization of animals to live with a person."

Holding without rules

It is impossible to feed with qualitatively (twice a day), to drink and clean, as well as walk 250 tails to one person, and that is how much is for each worker. And if you do not walk, do not communicate, then the dogs dive and begin to tear each other. Even volunteers with experience told me how scary it was. Beginners, who saw this for the first time, sometimes no longer returned to the shelter. And there was no hope of finding a new house to a dog that did not cease to be wild.

Of course, the regulations provide for dogs to walk: “It should be carried out at least twice a day. The time of walking the dog depends on the weather conditions and its physical condition and should be at least 30 minutes in one walk. ” In general, if you read this very regulation carefully, then you can only rejoice, the very smart and sorting out people in the subject wrote. And then read reports about work and rejoice again. And the fact that between these pieces of paper is simply not to pay attention. Moreover, everything happens behind the closed gate, behind the fence of the shelter, where the pass should be obtained, and sometimes deserve. And if you arise a lot, then the passes can be deprived. Well, or fire.

Behind the fence

Here is the story of a veterinarian who worked in a shelter:

“If a check comes, then we seem to have everything with the technical equipment of the veterinary unit in order: there is an ultrasound, there is an infusomatus, there is a coagulator. But no one checks how they work. Ultrasound does not work, bought the cheapest to just turn on the screen. Volunteers collected money for ciliates because they did not purchase. When there were complaints that it is impossible to pump cats, one ciliates for a decent number of sick cats were brought from another shelter. The scales did not work, although without them it is impossible to accurately calculate anesthesia, everything is done by eye. The coagulator is such a knife that makes the cuts during surgery, it cauterizes the vessels, and the blood does not flow - so, he did not cut at all, he simply cooked meat, it was impossible to work with it. We complained, they answered us: “There is no money, they don’t allocate, we are not enough.”

Of course, such veterinaries, who get everyone with their requirements to do tests and purchase vaccines with a sufficient expiration date, do not need a shelter. At first they are asked in a good way, and then they are forced to quit.

But what too observant workers say:

“A year and a half ago there was a overhaul, the booths were repaired. They brought the materials, according to the documents there is a spruce, pine, coniferous. In the first batch of booths were normally made. After they brought Osin, and aspen is not building materials, but, one might say, firewood. Plywood, instead of 25 millimeters, there was 12 millimeters thick. ”

“Not a single aviary complies with the norms, they are not made of coniferous wood, but from chipboard, when getting wet, especially after the winter, huge cracks, cracks of five centimeters are formed. Facing the winter aviary is made so that nails stick out and dogs sometimes get injuries, wounds ten centimeters. ”

From the regulations: “The booth (cabin) should protect the animal from cold, precipitation, heat and other weather phenomena. The device of the booth (cab) should provide air temperature when the dog is not lower than +7C (multi -layer walls with insulation, etc.). ”

“It is useless to go to the manager, he does not deal with a shelter. He arrives in the morning, washes a car, and then sits in his office. How many times have you come to him - looks porn or plays a game where crystals need to be built in one row. ”

“The authorities have found some sales for food, and for a year now they began to ship tons. First, on sanitary days, and then more often, bags of 20 kilograms were packed under the ceiling, they left, returned in an hour, and then each time there was sabantuy, barbecue, they immediately bought meat, did not shy about anyone, the guards turned the camera. In the evening women were brought, and they were buzzing all night in their room. ”

“If you communicate with volunteers, then you are not a shelter employee. Either volunteers, or GBU, have always been told to us. And now it’s just from those who work there have selected mobile so that the volunteers could not call them. ”

Of course, volunteers know about this, some complain, and many are silent.

“At first we only guessed that animals take animals for overexposure for money or by acquaintance, who knows for sure there? But there was a case when I took the cat for sterilization at the direction of the veterinarian, but it turned out that the cat was “thieves”, or, as they say, “household”. It turns out that she was left in the shelter so that she would give birth, and then the kittens were attached. It turned out that several of these “economical” cats, volunteers who were not in the know, were attached to the families, had to go to the hosts and somehow explain that the animal should be given. Then on the cells they simply began to hang the signs: “not to sterilize” and “not attach”. ”

Volunteers who begin to ask questions, why the shelter takes cats for overexposure, simply deprive the pass. Forever. Moreover, a criminal case for "brutal handling of animals."

Therefore, volunteers notice a lot, but rarely complain.

“A person engaged in catching, brought to the shelter of breast kittens, I don’t know, for the sake of the statement, maybe for the sake of increasing the salary? He brought these kittens to death, they stop drinking breast milk, infected with infections in the shelter and eventually die. ”

“I once met a girl on a walk with a dog who had problems with the paws, she walked badly, and the paws had a strange bend. I asked what the problem was, and they answered me that this dog had not left the aviary for almost four years. ”

“ Two doggies entered the shelter, in which the owner died, we warned the manager and workers that they were home and they should not be released for a walk with others, they do not know how to stand up for themselves. But no one listened to us. A few days later they were simply bitten one after another. ”

These and other stories have been accumulating about the work of the shelter, comments and violations were accumulated, and the group of volunteers of the shelter decided that it was necessary to protect dogs and cats. Dissatisfied with what was happening in the shelter became more and more. However, in other shelters, volunteers are often unhappy and often complain. But usually the parties try to establish a dialogue. However, the leadership of the Biryulyovo shelter (that is, the GBU of the "highway" of the Southern District) did not seek to enter into a dialogue. And they once warned especially dissatisfied: "You will be completed: the shelter will be closed altogether." And they added: “Well, anything happens. Fires ... "

And so, at the end of April, the shelter was covered in quarantine by plague. Just locked the door and hung a piece of paper. The answer to everything was one: "Do not interfere with working, we are not obliged to explain anything to you here." The volunteers wrote complaints and claims to all instances, collected evidence, stood in pickets, organized a rally, recorded an appointment with management - in general, they did everything that is now commonly called activism. There is a video of meetings where the authorities finally come out to them. If you look, you will recognize this manner of the conversation "as it, you-all-all-nasal." In a long and confusing story with a quarantine on the plague (which lasted two and a half months), few people want to understand, moreover, no one can figure it out and they could not: the gates were closed, you can always turn off anyone in the shelter except the authorities and workers, and the necessary paper is drawn - a couple of trifles.

In addition to those who scream, writes complaints and demands, there is another group of volunteers with a very understandable position: we live in this country, here such orders will not be perfect. Yes, it would be nice if there were more workers, no, they didn’t hear about theft, we have enough worries with dogs. Maybe the wind block is not equipped with something, but before there was just one paramedic for the whole shelter. There have been a better and worse, and worse, there are always shortcomings, but there is no need to scandalize about this, we must try to solve problems, "without taking out the sides of the hut."

After the opening

On July 17, the shelter finally opened after quarantine. Many volunteers missed their wards. Well, it happens, they will tell me, the dogs are sick and old, they die. Some were lucky - all their animals remained alive. But they were afraid to leave the cells.

There is no composition

“My wards ... I don’t know how to describe it! They rushed to me, then rushed from me. They were glad to leave the aviary, but they did not vast to me, as it was before, previously stood up, paws on their shoulders and licked their face, it was impossible to get rid of them! And here ... they did not want to go outside their compartment. They forgot what walks are! Were wary. The teams completely forgot, they didn’t listen to me. And these are my badgers, which were obedient, affectionate, contact! ”

Doctors were almost not engaged in several seriously ill dogs. When the volunteers demanded that the wards be taken to the examinations (X -ray, MRI), they showed them a decree of the Vetrekit - 45 days of animals from the shelter is prohibited. And no one is lucky in the X -ray of X -ray, expensive.

But now they are already closely monitoring the volunteers themselves, finding reasons for the comments, some have already written complaints, someone has been drawn up, someone is already under the threat of deprivation of passage, and this is just a couple of days after the opening of the shelter. And who, what do you think, is trying to collect compromising evidence for "activists"? Other volunteers who urged not to endure the CRS and not to inflict damage. Those who reproached: “Here you have raised the noise, so you wrote, and now irreparable damage is infected. And now the attachment of dogs is at risk, people will not want to take dogs. ” While I was trying to understand this strange logic, a message came that in fact, attention to the shelter intensified and people, on the contrary, want to take dogs. That is how they heard this raised noise: "The dogs are bad, they need to be saved."

Dogs have a voice, but there are no words, they can only whine, when badly, growl when they are afraid and bark. This boss simply does not hear their barking, the workers are used to it, and the volunteers ... Someone is afraid that they will take the pass or something will happen to the wards of the dogs. And someone cannot come to terms: "Well, it is impossible to do nothing with it, we must try." Most simply suffers and waits for the dogs to return to the dogs and when all the troubles end.

- What in the article seemed to you distortion or slander?

“I understand that these are trifles in the terrible picture, but here's a banal exaggeration:“ The sun always bakes in some cells. ” The aviary is always closed with a mask-grid, and in fact there is a shadow in all enclosures. Further, this is: "And if you do not walk, do not communicate, then the dogs are dumb and begin to tear each other." I can say that all the fights that I saw were the result of the negligence of volunteers. That is, these are not a kind of dogs, not the wine of the GBU, these are volunteers who have released five, ten dogs without leashes and left them to run. And I consider an unreasonable logical connection between “activism” and deprivation of passes. It happens that volunteers violate the rules and harm dogs. After quarantine, all my dogs are in place, alive, did not disappear. They came to me joyful, they did not refuse the walking, behaved normally. I had contact with workers during and immediately after quarantine. I have repeatedly communicated with the manager and never saw him in an inadequate state or watching porn. All my issues were resolved easily and constructively. I do not have information about the alleged theft of food, I have never seen anything like it, but dogs always have food, and this is the main thing. As for the doctors - maybe I was lucky, but they always helped me with all my dogs, with all the problems, there was never to tell me: “Come from here”, we do not have this. Everyone processed, dripped, smeared, looked and treated as far as possible. From the latter: suppuration on the eye in a very middle -aged dog. The eye was immediately washed and tomorrow we will decide how to help him.

- Have you done your wards of the dogs operation?

- Three times, but I must clarify that in all three cases I took the dogs to the operation outside the shelter.

- That is, you simply did not encounter the absence of the necessary equipment in the windblock?

- No.

- Do you know that after the opening of the shelter it turned out that the dogs were not processed from ticks?

- Unfortunately, I don’t know, I know that when it was warm, in a shelter in the windbreel they handed out drops at the withers, I processed my dogs myself. And whether it was carried out later, I do not know.

- How do you evaluate the quality of repair of booths and aviaries?

- All the enclosures were repaired, they were put in order, in my understanding, everything is quite decent. There were situations when the doors sagged, and this means that the service life of specific loops has passed, this is the current moment, well, if the nails crawl out, we get clogged or take them out, I follow my aviaries. Here you are talking in an article about the situation with a shelter in Veshnyaks, this was not a normal solution to the problem. I can’t name this benefit for dogs, because a few years after the situation, applications came in Veshnyaks: “We took the dog from Veshnyaks, but they do not add up.” And where all these dogs diverged, it seems to me that no one knows until their pores. To whom they were handed out, where they were, are they alive, what are their fates? And this I am afraid for Biryulyovo.

— Я не верю, что это реально такими методами: «мы будем везде кричать и вешать неправду».

— С вашей точки зрения, каким методом этих изменений можно добиться?

— Жалобы, фиксация всего этого, обращения. Но не криками, не скандалами.

— Вы знаете, какое количество официальных жалоб и обращений было написано волонтерами?

- No.

— Вы удивитесь, если я скажу, что ни на одну жалобу не было нормального ответа?

— Не знаю, может быть, я живу в мире розовых пони, но мне кажется, что это можно было все сделать более цивилизованно выстраивать диалог, особенно если людям было нужно благополучие животных, то все действовали бы иначе. Но мое ощущение — вся эта шумиха нужна для чего-то другого.
