The reason for initiating the case, according to Chikov, was two publications on the publication’s website mentioning Open Russia in October 2017 and January 2019.

Yulia Illarionova, director of ANO Gagarin Park, was summoned to the prosecutor's office to hand over a decision to initiate an administrative case. The interests of the publishing house are defended by the lawyer of the human rights group "Agora" Stanislav Seleznev.
