The Investigative Committee for the first time after May 6, 2012 opened a criminal case of "riots" in connection with political protests in Moscow. In the case that appeared after the demonstrations on July 27 and on the eve of the performances on August 3, there are already the first five accused. "Mediazona" says what is known about them.
“I evaluate as mass riots, pre -planned and well prepared. There were no applications for the agreed action, ” said Moscow Mayor Sergei Sobyanin about the protest campaign, which was held in the city center on July 27. Demonstrators demanded to allow independent candidates to participate in the election of the City Duma. It was planned that they would gather at 14:00 at the city hall building on Tverskaya, but in the morning the police blocked approaches to him. Then the first detentions began.
As a result, the protesters flowing to the Center formed several large groups - at the Armenia restaurant on Pushkinskaya, in Stoleshnikov Lane and Bolshaya Dmitrovka, in Bryusovo Lane. In Stoleshnikov, clashes with the police and fighters of the National Guard began, they beat people with batons. In Bryusov Lane, the head was broken by Mundee Alexander Parshina. By the evening, several hundred people gathered on Trubnaya Square, where regular promotions were held in support of unregistered candidates.
The pipe detention continued, the square was cleaned. According to OVD-Info, 1,373 people were detained for the whole day (the police presented another figure-1,074 detainees). At least 256 people remained in the police at night. “OTD-Info” is known for the names of 25 people who were beaten by security forces; According to the Baza telegram channel, which did not specify the sources of information, 77 people received injuries. Within a week, at least a hundred detainees were fined, and dozens were sent under administrative arrest.
According to Sobyanin, on July 27, the protesters behaved aggressively - they tried to block the movement and attacked the security forces. The demonstrators themselves forced the police to use force, the mayor insisted.
Just an hour after the statement of Sobyanin, the Investigative Committee announced the initiation of a criminal case on the fact of riots (Article 212 of the Criminal Code). The release of the department repeated the words of the Moscow mayor: according to investigators, the participants in the action "applied violence against representatives of the authorities, broke through the cordon, and, reaching the roadway, paralyzed the movement of vehicles on the garden ring in the city of Moscow." It was emphasized that on the eve of the rally, a certain “group” on the Internet called on to take to the streets.
On the night of July 31, searches began at the rally, the OVD-Info project spoke about two-Vasily Kuzmin and Sergey Fomin. After the searches, both were interrogated in the UK and released in the status of witnesses. The TASS source noted that the searches are carried out by the employees of the Service for the Protection of the Constitutional system and the fight against terrorism of the FSB and the Main and Moscow Administration of the Center for Combating Extremism of the Ministry of Internal Affairs.
Judging by the message on the SK website, the case is investigated by the Main Investigative Department of the Department in Moscow. According to the head of the International Human Rights Group, Pavel Chikov, the investigation was entrusted to investigator Dmitry Smadich - he was already mentioned as an investigator in the case of shares of the Moscow City Work Committee (141 of the Criminal Code, obstruction of the work of election commissions). It was in this case that the unregistered candidates Ivan Zhdanov and Dmitry Gudkov were searches , but they, like several interrogated the next day, so far remained witnesses.
On the afternoon of August 1, the SK reported on the detention of five people in the case of "riots." During the day it was reported that investigative actions were held in special receivers, and the police came home to two of the detained, but not arrested participants in the action.
Judging by the case materials, investigators believe that “unidentified persons” used the refusal to register independent candidates to the Moscow City Duma “as a reason” for the organization of “riots” in the capital. On July 27, these persons “organized the arrival of at least 3,500 participants in the protest campaign” to the Moscow City Hall, who, “succumbing to illegal calls” and applying physical strength, “broke through the cordon, performed unlawful actions, and, having reached the roadway, paralyzed the movement of vehicles on the garden ring.”
Five accused in the case are Kirill Zhukov, Ivan Podkopaev, Alexei Minyailo, Samariddin Radzhabov and Evgeny Kovalenko (he was already arrested on Tuesday in the case of an riot police thrown into riot police). The investigation intends to ask for their arrest; As expected, on August 2, the Presnensky District Court will decide on the measure of suppression.
