On July 31, a group of Moscow municipal deputies submitted an application to the mayor's office to hold pickets in support of independent deputies to the Moscow City Duma on August 3 on the Boulevard Ring. Gogolevsky, Tverskoy, Strastnoy and Chistoprudny boulevards were indicated as sites.

Earlier, the Moscow authorities announced that they had reached an agreement on a rally for the admission of independent candidates on August 10 on Sakharov Avenue. Elena Rusakova, the organizer of the action, denied the message about the agreement. Rusakova believes that without security guarantees for the actions on August 3, it is impossible to discuss the event on August 10.
