The Home Disaster Insurance Law comes into force on August 4. Insurance programs will be tested in 14 pilot regions, reports the All-Russian Union of Insurers (VSU). This list includes the Moscow region, St. Petersburg, Leningrad, Tver, Sverdlovsk, Tyumen, Novosibirsk, Belgorod and Omsk regions, as well as Transbaikal, Perm, Krasnoyarsk, Krasnodar and Khabarovsk territories.

President Vladimir Putin signed a law that streamlines the mechanism for providing assistance to citizens to restore property lost as a result of natural disasters a year ago . According to the law, home insurance against emergencies will be voluntary: the insurance invoice will appear in the payment for housing and communal services, but the owner can refuse to purchase the policy. The law obliges regional authorities to develop programs for organizing damage compensation in cooperation with insurance companies. Owners who have insured their homes in the event of an emergency will receive compensation not only from the state, but also from insurers in the form of new housing or in cash equivalent. Housing will be provided to policyholders as their own. Those who do not insure their housing will only rely on government assistance.

In 2019, as a result of the recent flood in the Irkutsk region, more than 10,000 houses were damaged, the VSS recalled. If there were a regional home insurance program in the region, then citizens would receive from insurance companies from 300,000 to 500,000 rubles. for compensation. For damages beyond these amounts, regional authorities would compensate. The minimum set of risks - insurance exclusively against emergencies - will cost approximately 300–350 rubles. per year, the BCC assumes.
