"We will regain the right to the elections." Results of the action on August 3

In Moscow, mass protests for the admission of independent candidates for elections to the Moscow City Duma have been going on for a month now. The action on August 3 was originally planned in the format of pickets on the Boulevard Ring, but the authorities did not agree on this option. Employees of the law enforcement agencies, as well as last weekend, harshly detained and beat the people who went outside. OVD-Info tells the main thing that you need to know about today's action.

Information about the detainees:

They detained: 1001 people (according to the OVD-Info at 14:00, August 4). According to the Ministry of Internal Affairs, 600 people were detained for shares. In total, 1,500 people took part in it, according to the department. Probably, in reality, much more people came to the action.

Beatered by police officers: ATD-info is known at least about 18 victims.

Minors: at least 81 people.

Detained journalists: 14 people.

What is charged with the detainees: violation of the rules of participation in the action (part 5 of article 20.2 of the Code of Administrative Offenses); disobedience to the requirements of the police officer (part 1 of article 19.3 of the Code of Administrative Offenses).

What threatens them: under Part 5 of Art. 20.2 fine - up to 20 thousand rubles or compulsory work for up to 40 hours; under Part 1 of Art. 19.3 - up to fifteen days of arrest (people accused of this offense, can be left in the police department for the night before the court).

How many people will leave the night in the police department: it is still unknown.

Law enforcement agencies:

- Police and Rosgvardists beat people. It is known that at least one person broke his head with a club during detention. One person was damaged by his leg - he cannot walk. It is known about another participant in the action to whom the security forces broke their hand. From several departments of the police, an ambulance took away the victims. At least one of the hospitalized is a teenager .

- The detentions themselves took place harshly, while the participants in the action did not resist.

- The police detained random people who simply stood, did not shout any slogans and did not take any action.

Police departments:

-In 32 police departments do not let the lawyers of the OWD-Info and "Apology of Protest" are allowed. According to the data at 19:20, the defenders were allowed only in eight ATS.

- Investigators of the Investigative Committee (SK) are traveling to the departments to the detainees for today's protest. They interrogate the participants of today's action on the events of July 27. According to the “Apology of Protest”, there is a “central indication of the Main Directorate of the Ministry of Internal Affairs of Moscow and the GSU of the Investigative Committee for Moscow - to prevent lawyers to be detained in the police departments, where investigators of the Investigative Committee conduct interrogations.”

In total, according to the ATS-Info, in 23 police departments, investigators interrogated the participants in the action.

“I think that they will now verify all sorts of lists. They will interrogate people. The fact is that under our law, interrogation of people in the status of a witness is allowed without a lawyer. Investigators ask people whether they came to the action with someone, “ideologically” or “for money”, whether they took weapons with them and which instant messengers are used for coordination.

- Many detainees are not allowed to use phones. In several departments, phones were seized from the detainees. According to the “Apology of Protest”, today a central instruction was received from the Investigative Committee on the seizure of all detained mobile phones. According to “Human Rights Cards”, people are forced to name passwords from them and show correspondence in instant messengers.

- In several departments of the police, investigators take from the detainees DNA samples for analysis.

- From the Novogireevo police department, they refused to hospitalize the detainee with a broken hand.

What else happened on this day:

- against the employees of the Fund for the fight against corruption (FBK) opened a criminal case on laundering a billion rubles (clause “B” of part 4 of article 174 of the Criminal Code).

- In the center of Moscow, MTS and Beeline cellular operators turned off the mobile Internet.

- On the day of the appearance of the action, it became known about the site created, apparently, to intimidate participants in protest events. It published a base of people who participated in the action on July 27: their names, photographs and links to profiles on social networks. The inscription on the main page of the site reads: “Participation in the riots. Article 212. From 3 to 8 years old. ”

- Before the start of the protest campaign, the police drove people in the streets massively , checked documents from them and delivered to the police departments . There they tried to give them a warning about the illegality of the event.

-At the stations of the Boulevard Ring metro station (they are in the center of Moscow- OTD-info ), police stopped people, mainly male, and took them to the police station at the metro for an “explanatory conversation” regarding the action.

- The rector of the Moscow State Pedagogical University threatened the students by expulsion if they draw up protocols for participation in the action.

- An hour after the start of the event, it became known that the security forces came with searches for the participants in the action on July 27. Operational actions were carried out in the framework of a criminal case under an article on “riots”.

- In the evening, who was released from the special projector of the action on July 27, Vladislav Barabanov, was taken to the Investigative Committee immediately after release from the special reception. Later, information appeared that he and two other participants in the action on July 27 - Sergey Abanichev and Danil Konon, were charged with “riots”.

- According to unconfirmed information , the Internet in all cafes in the center of Moscow was disconnected at the request of police officers.

- In the Danilovsky Internal Affairs Directorate, two people were detained who came to make a transfer for detained participants in the action. They later released them.

- At night, it became known that another detainee was charged with “mass riots” on July 27. He is accused of throwing a bank in the Rosgvardean.

• Probably, after the action, another criminal case of violence against the police officer will be instituted.

The fighter of the "Rosgvard" dislocated his hand during the detention of a participant in the action, who allegedly "exerted active resistance." The employee of the power department is hospitalized.

Detained politicians and public figures:

- Lyubov Sobol was detained at the exit from the Center for the collection of signatures. In the morning the police were on duty there. The sable drew up a protocol on a repeated violation of the rules of participation in the action (part 8 of article 20.2 of the Code of Administrative Offenses) for participation in the campaign on Trubnaya Square on July 15. After the detention, the court issued a decision of the sable of 300 thousand rubles for this offense. After that, she was taken to interrogation in the UK in the case of "riots."

- On Pushkinskaya Square, the head of the “Committee against torture” and a member of the Human Rights Council Igor Kalyapin was detained. He was taken to the department, and later released.
