Auditors have found violations for millions during state support for Novosibirsk investment projects

The Control and Account (KSP) of the Novosibirsk Region found violations when allocating budget funds for state support for investment projects. The authorities did not have the right to help sanatoriums who were associated with one person.

The KSP checked the measures to support investment activities in 2016-2018. The results of the audit were published on August 5.

“When reimbursing a part of the costs of the work related to the implementation of the investment project, the costs of implementing the projects of JSC“ Sanatorium “Krasnozersky” in the amount of 11.4 million rubles and OJSC “Single” Sanatorium in the amount of 10.68 million rubles, which relate to the field of healthcare, which does not comply with the law “On certain issues of state regulation Investment activities carried out in the form of capital investments in the territory of the Novosibirsk region, ”” the KSP said in a statement.

According to the regional law, from the regional budget it was possible to subsidize the costs of only investment in the fields of preschool and additional education, culture and sports.

The decision on the state support of Novosibirsk KBK CJSC, which announced the “launch of the plant for the production of paper and corrugated plants in the village of Krasny Yar”, was adopted a year after the initiative itself.

In total, in 2016-2018, 43 investors in the amount of 1.53 billion rubles received state support. Tax benefits exceeded 1 billion, the rest was on subsidies. Among the largest recipients of support were Mars LLC (307.1 million rubles), LLC VDT-Stroy (177.5 million) and LLC ZKPD Armaton (97.9 million).

The company " VDT-Stroy " was the customer of the construction of the water park and is associated with the Kvarsis group Petra Ovchinnikov. The main owner of the Armaton plant is the First Construction Fund LLC deputy of the Legislative Assembly from United Russia Mayis Mamedova.
