The All -Russian Trade Union of employees of state institutions and public services for the Russian Federation sent a proposal to the Russian tripartite commission (RTK) to increase the amount of daily payments on official business trips to civil servants. This was reported by the Central Trade Union newspaper "Solidarity in the press service of the trade union.
The letter to the Russian tripartite commission was signed by the deputy chairman of the Federation of independent trade unions of Russia Nina Kuzmina, who noted that officials "have to bear additional expenses in excess of the established per daily, which leads to a decrease in living standards." So, at the moment, the rate of 2002 is in force, according to which 100 rubles are entitled per day, 550 rubles are compensated for renting housing, and the amount of compensation without confirming documents is 12 rubles. And road expenses during air travel are paid completely only for economy class. The trade union initiative will be considered at a meeting of the RTK working group on wages, income and living standards of the population.
“100 rubles are very little, a cup of coffee costs more. In Yakutia, only a bottle of water can be bought with this money,” Nikolai Vodyanov, chairman of the trade union of state institution workers, complained in an interview with Izvestia . What kind of daily limit of funds is necessary for officials on business trips, he found it difficult to explain, recalling that the Tax Code allows private companies not to pay fees from per diem in the amount of up to 700 rubles on business trips in Russia.
"It is necessary to decide how much it is necessary, to develop a mechanism. It is unfair that in companies people get seven times more than in the civil service," Vodyanov said. In the apparatus of Deputy Prime Minister Tatyana Golikova, heading the Russian tripartite commission, confirmed the receipt of the letter, but refrained from detailed comments.
Note that officials of a higher rank do not at all constrain themselves with any limits. On June 25, Transparency International Russia found out that the head of the Ministry of Industry and Trade Denis Manturov often spent the night in rooms, the cost of which reaches several hundred thousand rubles . For example, in 2016, Manturov traveled to Shanghai, where he spent a day in the presidential suite of The Peninsula Shanghai hotel for 1.38 million rubles. In a room of 400 square meters. M was a separate dressing and marble bathroom. Later it became known that the elite hotels in which Manturov stopped organized a company affiliated with his deputy Viktor Yevtukhov . For three years, the company won tenders and received the state order of the Ministry of Industry and Trade without a competition.
Manturov himself said that in such practice there is nothing unusual or reprehensible, since officials stop in those rooms that are available, and its ministry fully fits into the standards established by the Ministry of Finance. Meanwhile, the authors of the investigation note that the official may not at all observe the restrictions on the expenses for business trips if he takes a fairly high post or enlisted the support of his leader. It is almost impossible to find out how much money the various authorities spend on business trips.
