Когда по окончании фильма включается свет, и волосы на голове перестают стоять дыбом, первое, что приходит в голову: "Чеченцы – не люди, непонятно, что с ними церемонятся". Неудивительно. Именно на такое впечатление лента и была рассчитана. Репутация Владимира Рушайло как сторонника "неспортивных" методов борьбы с преступностью общеизвестна, и предполагать, что он не просчитал последствий показа этой пленки на несколько ходов вперед, было бы странно". Базу Хаттаба можно уничтожить одним ударом, но раз этого не делают, высказывает крамольное предположение коллега, значит, кто-то очень заинтересован в том, чтобы это продолжалось: "Накануне непредсказуемых выборов такой очаг терроризма – просто мечта… Народ же все поймет правильно и отмену выборов не осудит: призрак чеченского террориста, взрывающего пустые троллейбусы и кривым ножом отсекающего головы, сделает свое case". Журналистка увидела и просчитала много больше, чем того хотел сказать Рушайло, предельно точно озаглавив свой материал: "Чеченский терроризм нужен России. Рушайло показал журналистам мощный рычаг управления электоратом". По сути, это и был финальный аккорд.
29 июля 1999 года Совет директоров Всемирного банка наконец решил предоставить России кредит: 1,2 млрд долларов. Аналогичную сумму дала Япония, МВФ предоставил Москве 4,5 млрд долларов. Общественное мнение уже готово принять бомбежки Чечни, но не наземную операцию. Нужно было нечто иное. И вот 2 августа 1999 года чеченские отряды вошли в Дагестан.

В сентябре 1999 года на Бориса Березовского посыпались обвинения в финансировании дагестанского похода Шамиля Басаева, даже в его планировании, публиковались записи переговоров олигарха с Басаевым и Удуговым , сведения о встречах в июле 1999 года в Ницце Басаева с руководителем президентской администрации Александром Волошиным. И вот тогда 12 октября 1999 года в принадлежавшей Березовскому "Независимой газете" вдруг публикуется статья Виталия Третьякова , главного редактора издания, открытым текстом сообщившего: "Совершенно очевидно, что чеченцев в Дагестан заманили – дали им вляпаться в это дело, чтобы получить законный повод для восстановления федеральной власти в республике и начала активной фазы борьбы против собравшихся в Чечне террористов. Явно это была операция российских спецслужб (не путать ее со взрывами домов), причем политически санкционированная на самом верху". Самое существенное здесь, помимо признательного "заманили", "санкционированная на самом верху": значит, именно "самый верх" руками спецслужб и организовал налёт Басаева на Дагестан. Только лишь для того, чтобы обрести желанный повод для развязывания масштабной военной операции уже в Чечне – той самой "маленькой победоносной войны", которая и должна была поднять рейтинг, обеспечив успех операции "Преемник".
Но дагестанская кампания, позволив на ходу заменить Степашина на победителя "семейного" кастинга, проблемы мизерности рейтинга последнего не решила. Да и casus belli для "стояния на Тереке" тоже не получился: опросы общественного мнения показывали, что воевать в Чечне россияне не готовы. А тут ещё 19 августа 1999 года The New York Times публикует сенсационный материал об отмывке русскими чиновниками почти пяти миллиардов долларов через Bank of New York. 26 августа материал о "деньгах русской мафии" публикует уже USA Today, поведавшая, что через два крупнейших нью-йоркских банка проведено не 5 миллиардов долларов, как сообщалось ранее, а 15 миллиардов! Газета писала, что это отмывка кредитных средств, предоставленных МВФ России. Тем же днем новость уже из Швейцарии: заморожены подозрительные счета, принадлежащие, предположительно, семье Ельцина. На другой день швейцарская Bild Zeitung сообщает: семья Ельцина через подставных лиц открыла в Швейцарии счета на 50 миллиардов долларов! Новый удар 3 сентября наносит уже итальянская Corriere della Sera: публикует список подозреваемых в отмывке денег, составленный бернской прокуратурой, под №1 там значится управляющий делами президента РФ Павел Бородин.
В Чечню без письменного приказа не пойдем! Чтобы нас опять называли оккупантами?!
Терять темп было нельзя, но военные вдруг заупрямились. "Помню, – писал генерал Трошев, – после отражения агрессии бандитов в Дагестане он (Квашнин. – Авт.) поставил перед В. Казанцевым – в то время командующим войсками СКВО – задачу на подготовку ввода войск в Чечню. Казанцев, да и не только он, поначалу воспринял это с недоумением.
– В Чечню без письменного приказа не пойдем! – категорично заявили генералы. – Чтобы нас опять называли оккупантами?!
И о фактическом суверенитете Чечни Квашнину говорили, и о договоре Ельцина и Масхадова , и о возможной международной реакции, и об уроках первой кампании…" Всего один абзац, но сколько фактуры!
"После отражения агрессии" – это не ранее 26 августа, когда завершилась операции в Ботлихском районе. В тот же день генерал Казанцев сдал Трошеву должность командующего Объединенной группировки войск (ОГВ) в Дагестане и вернулся в Ростов-на-Дону, к исполнению своих прямых обязанностей. Очевидно, что в горах Ботлиха, в отрыве от штаба округа, Казанцев не имел возможности отработать операцию по вводу войск. Значит, эту задачу ему поставили после 27 августа. "Правильная стратегия – беречь личный состав, а базы боевиков и их инфраструктуру уничтожать с воздуха", – так обозначил позицию Казанцева его подчиненный, Максим Федоренко. Он же датирует разговор Квашнина с Казанцевым чуть более конкретно – "в сентябре в Дагестане", когда "начальник Генштаба впервые заговорил… о подготовке наземной операции по вводу войск в Чечню". Но эту идею "Виктор Германович первоначально встретил, как говорится, в штыки".
С большой долей уверенности можно предположить, что эта доверительная беседа состоялась 3 сентября 1999 года: именно в этот день начальник Генштаба вместе с министром внутренних дел Рушайло прибыли в Дагестан, где плотно общались со своими генералами, производя кадровые перестановки. 4 сентября взорван дом в Буйнакске, затем произошли новые теракты. Но в описаниях беседы Казанцева с начальником Генштаба про взрывы домов нет ни слова. Значит, она состоялась до терактов, в ином случае Квашнин непременно использовал столь сильнейший аргумент для убеждения подчиненного. Кстати, оба источника, генерал-мемуарист и биограф другого генерала, обычно предельно точные, когда дело касается дат, "забыли" датировать беседу, хотя место, дату и время столь важного момента профессиональные военные запамятовать никак не могли. Значит, не пожелали указать.

Другая важная деталь: начальник Генштаба не приказывает, а уговаривает подчиненного – небывалое дело! Армия – не дискуссионный клуб, и генерал армии Квашнин не упрашивать генерал-полковника Казанцева должен, а приказать. And all! Значит, никакого юридически оформленного решения президента и правительства о военной операции против Чечни на тот момент не было, и речь, по сути, шла об инициативной акции, ответственность за которую начальник Генштаба пытался переложить на подчиненного. Кстати, везде упоминается лишь начальник Генштаба, а где же тогда министр обороны, маршал Игорь Сергеев ? Начальник Генштаба на него не ссылается, действуя, выходит, через его голову?
3 сентября 1999 года начальник Генштаба и министр внутренних дел прилетели в Дагестан, чтобы довести до подчинённых: пора готовить большой поход уже в Чечню. Вечером 4 сентября в Буйнакске рядом с пятиэтажкой, где проживали семьи военнослужащих 136-й мотострелковой бригады, взорвался грузовик со взрывчаткой – 64 погибших, 146 раненых. Ещё две машины со взрывчаткой, как сообщено, обезврежены. А ранним утром 5 сентября отряды Шамиля Басаева вновь вошли в Дагестан – уже в Новолакском районе. 6 сентября российская авиация начинает бомбардировку горных районов Чечни. 8 сентября председатель правительства Владимир Путин заявил журналистам: "Россия защищается: на нас напали. И поэтому мы должны отбросить все синдромы, в том числе и синдром вины". Вечером того же дня НТВ (что характерно, именно негосударственный телеканал!) демонстрирует жуткие кадры казни заложников в Чечне: боевик топором отсекает голову пленнику. Один в один, как та пропагандистская артподготовка к грядущей войне, которую 27 июля 1999 года учинил Владимир Рушайло. Той же ночью – в 23 часа 59 минут – взрывается жилой дом уже в Москве, в Печатниках, на улице Гурьянова: по официальным данным погибли 106 человек, 690 получили ранения и травмы.
Мы должны отбросить все синдромы, в том числе и синдром вины
13 сентября 1999 года в России был объявлен днем траура в память о жертвах терактов в Москве и Буйнакске . Но в пять часов утра того же дня произошел новый взрыв жилого дома в Москве – на Каширском шоссе , погибли почти все жильцы – 124 человека. Найдена и обезврежена бомба в доме на Борисовских прудах. Тем же днем объявлено о завершении операции в Кадарской зоне – ваххабитском анклаве Дагестана, 15 сентября завершена и операция в Новолакском районе. 16 сентября взрыв жилого дома уже в Волгодонске . Тем же днем пресс-секретарь президента Ельцина Дмитрий Якушкин заявил, что "намек на какую-либо причастность Кремля к взрывам просто чудовищен". А в ночь с 22 на 23 сентября закладка взрывчатки с установленными таймерами-взрывателями обнаружена в подвале жилого дома в Рязани, но директор ФСБ Николай Патрушев назовет это "учениями"… Тем временем "общественное мнение, потрясенное войной в Дагестане и взрывами жилых домов в Москве и Волгодонске, – писала тогда "Независимая газета", – молча соглашается с ударами по территории Чечни".

В "Президентском марафоне" Ельцина есть такой пассаж: "Путин обратился ко мне с просьбой предоставить ему абсолютные полномочия для руководства военной операцией, для координации действий всех силовых структур. Я не колеблясь поддержал его. Практически на моих глазах, за какие-то считаные недели, он переломил ситуацию в работе наших силовых ведомств. Каждый день он собирал их руководителей у себя в кабинете, каждый день вновь и вновь заставлял объединять все ресурсы силовиков в единый кулак". По сути, это признание: власть уже была передана Путину, причем именно под соусом организации операции против Чечни. Жаль, что Ельцин (или кто там на самом деле сочинял "Марафон") не называет точной даты! Депутат Госдумы Сергей Юшенков , выступая 24 апреля 2002 года в вашингтонском Институте Дж. Кеннана, предположил, что 23 сентября 1999 года в России был совершен государственный переворот. В этот день, утверждал политик, "группа губернаторов, 24 человека, инициатором этой группы был губернатор Белгородской области Савченко, обратились к президенту РФ с требованием передать полномочия премьер-министру Путину. И 23 же сентября президент издает секретный указ, на основании которого начинаются боевые действия в Чечне, начинается вторая война. Эти действия и шаги были предприняты именно потому, что в обществе утвердилось мнение, что дома в Волгодонске, Москве и дом в Рязани готовились быть взорванными именно чеченскими боевиками. 24 сентября Путин отдал приказ войскам начать боевые операции в Чечне. Между прочим, это прерогатива президента". Через год после этого выступления, 17 апреля 2003 года, Сергей Юшенков был убит в Москве возле своего дома.

Проверить слова Юшенкова уже невозможно. Но ведь и 23 сентября 1999 года – дата действительно особенная: вылетая в тот день в Астану, Владимир Путин прямо в аэропорту Внуково провёл экстренное совещание с руководством Минобороны, МВД, МЧС. Уже через час после этого совещания российская авиация нанесла массированные удары по аэропорту Грозного и другим объектам! Заметим: именно с этого дня силовики общаются практически только с премьером, минуя президента. Похоже, Ельцин действительно переключил весь силовой блок на Путина именно в этот день.
В тот же день в Ростове-на-Дону, где премьер сделал остановку на пути в Астану, отвечая на вопрос о бомбардировках аэропорта Грозного Путин заявил: "Бандиты будут преследоваться там, где они находятся". Добавив затем: хорошо, мол, известно о том факте, что на территории Чечни неоднократно был известный террорист бин Ладен. Какое отношение налеты на аэропорт и жилые кварталы имели к борьбе с бандитизмом и терроризмом, премьер не пояснил. Про "хорошо известный факт" относительно бин Ладена больше не вспоминают, так как никаких следов его пребывания в Чечне обнаружено не было.
Ситуация развивалась стремительно: 24 сентября именно премьер отдал приказ войскам на начало боевых операций в Чечне. В тот же день он произнес в Астане и свое знаменитое: "Мы будем преследовать их всюду, если, пардон, в туалете их поймаем, то и в сортире их замочим".
Война неумолимо накатывалась на Чечню, но, чтобы начать полномасштабную наземную операцию, военачальникам полномочий премьера недостаточно. Генералам, наученным горьким опытом карательных акций эпохи перестройки, событий 1993 года в Москве и предыдущей чеченской войны, нужен документ, оформленный юридически безупречно. 27 сентября 1999 года за подписью Ельцина вышел указ №1155 – о начале антитеррористической операции. В тот же день авиация нанесла ужасающий массированный ракетно-бомбовый удар по жилым кварталам Старой Сунжи, пригорода Грозного. 29 сентября 1999 года в "Независимой газете" появилась примечательная статья , где без затей обрисована судьба Бориса Ельцина, если он досрочно не уйдёт в отставку, передав пост Путину. Со ссылкой на ближний круг Лужкова перечислен большой "диапазон угроз", вплоть до "повторения судьбы Чаушеску" или, по крайней мере, суда, который "однозначно повлечет за собой для старика отнюдь не Канары, а лефортовские нары". Да и при Примакове, обещает газета, "последствия будут все те же – суд и Лефортово". Позицию "Независимой газеты" тогда определял Борис Березовский, так что намек более чем прозрачен. В тот же день первые подразделения вооруженных сил России вошли в Чечню, а Владимир Путин заявил, что создание "санитарной зоны" вокруг Чечни не может решить проблему уничтожения террористов. Тогда и начался стремительный рост его рейтинга.
