His car was stopped by the 4th operational regiment of the traffic police due to the fact that the car was wanted due to an unpaid fine, and Neimark himself was taken to the Timiryazevsky police department. He really has an unpaid fine of 500 rubles. In this case, law enforcement officers must draw up a protocol under Part 1 of Art. 20.25 of the Code of Administrative Offenses (“Failure to pay an administrative fine on time”) and release him. However, Neimark has been in the police department for about 5 hours, none of the policemen can tell what is happening and why he is not being released.

Neimark himself connects this strange incident with his detention at a rally on July 27 in support of unregistered candidates for the Moscow City Duma.
