New edition of the conceptual constitution of the Russian Federation
The complete and final stabilization of political life in the Russian Federation led to the stagnation of its constitutional system. Unfortunately, this negatively affected not only a dead, formally acting constitution, but also on an ever -living - conceptual constitution, which has been all these years and remains the real basic law of Russia.
Over the past three years, the conceptual constitution of Russia has not pleased the public with significant innovations, remaining an unshakable stronghold of the right of force, adjusted the power of law throughout the space from Kaliningrad to Vladivostok. But the burning topic of transit breathed a new stream of life into it, giving impetus to creative development.
And, as always, living and informal law beats dead and formal in all respects. While the chairman of the State Duma of the Russian Federation is only thinking about possible point changes in the invalid Constitution of the Russian Federation, the current conceptual constitution of Russia has already been enriched with a new section of the “transitional (transit) provisions”, which sets the parameters to the political development of Russia for the coming decade.

Article 1
All transits lead to the revolution. The revolution is one of the varieties of complete transit.
The purpose of the transit is to return to the past through the future. The future in transit is a fiction with which the past prolongs itself.
Transit is carried out according to the rules of the circular historical movement operating in Russia. Any exit from the circle is entering a new circle here. Transit begins with nothing and leads to nowhere.
Transit is an art of constitutionally impossible.
Article 2
Transit is a state of unstable balance of strong and weak. Transit begins when the weakness of the strong becomes equal to the strength of the weak.
During the period of transit, the authorities are afraid of the strong, but beats the weak.
The authorities compete with the revolution in search of a new balance between strong and weak. The revolution is usually more agile. After the revolution, strong and weak are changing places.
Article 3
Transit always develops with acceleration.

Article 4
Transit is possible in two forms: hard and soft. In the second case, there are no bruises left on the Constitution.
With a rigid transit, the old declares itself new. With a soft transit, the old pretends to be new. In both cases, nothing new in transit occurs.
None of the forms of transit is perfect. The authorities always choose between bad and worst transit.
If the authorities cannot decide on the form of transit to the end of the transit, it introduces an emergency. The emergency solves the problem of transit, but not for long.
Article 5
With a rigid transit, changes incompatible with its principles are made to the Constitution.

Article 11

Article 12

Article 1
Strong can do everything.

Article 61
A malice (especially dangerous fraud) is recognized as the acquisition of an unreliable person of shares (shares) in any Russian economic societies (companies). An attempt to take advantage of the rights of the owner (participant of the company, shareholder) of the company is considered as an aggravating circumstance.
The acquisition of shares (shares) of Russian companies unreliable non -residents (foreigners) can, in addition to fraud, qualify as an act of sabotage and espionage. Persons who have provided unreliable non -residents (foreigners) assistance in acquiring the shares (shares) of Russian companies can be held accountable as traitors of the homeland.
Article 62
Optimization of taxes with unreliable taxpayers is a tax evasion, regardless of what is written in the Tax Code of the Russian Federation on this subject.
The refund of unpaid taxes from the budget by trustworthy taxpayers is not a crime regardless of the amount of funds stolen in this way. If the budget of this year did not have enough amount for the refund of never paid taxes by trustworthy taxpayers, undergraduated funds can be paid to them at the expense of the next year.
Article 63
Obtaining an unreliable person in any form of profit, which was expected to receive a horderly person, is considered as a “scheme” and theft by deception (fraud), regardless of the method, place and time of profit.
