According to the decision on initiation, the criminal case is based on three administrative materials, according to which Konstantin Kotov was involved in the last six months, while not even three, but four offenses are mentioned in the document.

The first administrative case concerns calls to participate in the campaign on Trubnaya Square on July 19 in connection with the elections to the Moscow City Duma, which the activist posted on Facebook. For this, the Tver court of Moscow found him guilty of organizing a public event without notification (part 2 of Article 20.2 of the Code of Administrative Offenses) and arrested for ten days.

Then, on June 12, Kotov participated in a procession in support of the journalist Ivan Golunov - the Presnensky court fined him by 15 thousand rubles, finding guilty of creating transport and pedestrians (part 6.1 of Article 20.2 of the Code of Administrative Offenses).

The third protocol on Kotov was drawn up for participation in the procession on May 13 after giving around the FSB building in support of the defendants in the affairs of the “Network” and “New Greatness”. On August 12, he was released under an obligation to meet with a representative of the Investigative Committee, and a few hours later he was again detained and taken away for interrogation in the UK.
