
President Vladimir Putin imposed a resolution "agreed" to a letter of security council with a negative position to highlight the frequency range of 3.4–3.8 GHz operators of communication for the development of fifth -generation networks (5G) in Russia. Recall that the frequency range of 3.4–3.8 GHz is basic for the deployment of 5G, since the operators have equipment to use these frequencies in large areas. But the Ministry of Defense is asked not to rush using this frequency range for 5G, which is engaged in military relations and cannot be used without a refusal of the Ministry of Defense from these frequencies. In early April, the deputy head of the Ministry of Communications Oleg Ivanov said that the president instructed the security council to work out the issue of using the fifth generation of frequencies of this range for networks. In mid-April, Deputy Prime Minister Maxim Akimov asked for helping this issue by President Vladimir Putin.
In June, it became known that the Security Council opposed the transfer of frequencies. The Council also considered it impossible to jointly use frequencies for the development of 5G and the current service of law enforcement agencies, two Vedomosti interlocutors said.
"Without its [frequency range] use of our 5G lag in inevitable, and Russia, unfortunately, does not yet have their operator and subscriber equipment. Manufacturers promise that it will appear in three to five years, but it will be late. By that time, the 5G network will be expanded even in the least developed countries of tropical Africa," the Ministry of Communications and the representative of the Ministry of Communications said.
According to the representative of Akimov, the government is now conducting "comprehensive work" for the development of 5G. Thus, the authorities involve operators in projects in pilot zones, and study the capabilities of Russian industry to work with different ranges, including with a range of 4.4–4.99 GHz, which the other day was proposed to be considered as a priority for the implementation of 5G. However, experts and representatives of operators called this idea unsuccessful, indicating the absence of equipment for these frequencies and the higher cost of deploying 5G networks in this range.
Last week, the Tele2 operator in collaboration with Ericsson launched the first 5G pilot commercial zone in Russia in Moscow.
