The Ministry of Health of the Russian Federation suggested that employers develop a system of fines and rewards for smokers and non-smokers. Such recommendations are given in the corporate model program "Promoting Public Health" ( .pdf ).
The agency has asked employers to study how smoking affects productivity and determine the form of smoking fines and cessation bonuses.
Employers are also advised to include assistance in the voluntary health insurance package for those who want to give up cigarettes or intend to be treated for tobacco addiction.
The press service of the Ministry of Health told RBC that the measures specified in the document are advisory in nature.
