In Belgorod, two participants in single pickets drew up an administrative protocol for a mass event without submitting a notification (part 2 of article 20.2 of the Code of Administrative Offenses). This OVD-Info was reported by one of the activists.
On August 17, in the center of Belgorod, Andrei Ruban and Yuri Polyakov stood alternately in a single picket for admission of candidates from an unsystematic opposition for elections to the Moscow City Duma and the termination of the case of “riots” in Moscow.
They were called to the city Internal Affairs Directorate to write explanations, but, in addition, they drew up an administrative protocol under part 2 of article 20.2 (holding a mass event without submitting a notification). According to Ruban, police officers regarded the distribution of leaflets near a single picket for a mass event with the spread of campaigning.

On October 21, the Oktyabrsky District Court terminated the administrative case of Andrei Ruban "in connection with the lack of the composition of the offense."
