The Oktyabrsky District Court fined Nikolai Shatunov, a member of the campaign headquarters of the unregistered candidate Anastasia Shevchenko, 1,000 rubles. This was announced to OVD-Info by the head of the regional branch of Open Russia, Elena Menshenina.
Shatunov was found guilty of failing to comply with the requirements of a police officer (part 1 of article 19.3 of the Code of Administrative Offenses), while it is not known exactly what requirements are in question. Hearings were postponed twice, once due to a power outage from the court.
Shatunov was detained on September 4, when he was leaving the printing house with campaign leaflets about not allowing independent candidates to run in Moscow and Anastasia Shevchenko in Rostov. The reason for the detention, the employees of the Center "E" called the need to establish an identity. At the same time, Shatunov had his passport with him.
“Judge Zakharkina showed humanity: Nikolai must pay a fine of 1,000 rubles, although the article suggests arrest for up to 15 days. In fact, this is an excuse. But Center E, which organized this adventure for Nikolai and his support group, got its way: the leaflets will not be distributed,” says Menshenina.

At the same time, Shatunov did not refuse to show his passport. He asked the police to comply with the requirements of the law "On Police": to name the reason for contacting him and the grounds for presenting the document.
The reason for the treatment was explained to the man only after the arrest. He allegedly fit the description of a robbery suspect. After that, Shatunov agreed to show the police his passport, but they said that now they would take him to the police department anyway.
“If the security officer works you out and releases you, then nothing terrible will happen,” one of the policemen explained his actions.
