The Moscow Mayor's Office refused to approve the protest actions on Sakharov Avenue on September 21 and 22.

According to Elvira Vikhareva, the petitioner for the rallies, the mayor's office referred to other events being held on Sakharov Avenue and suggested moving the rallies to the Maryino district on the outskirts of Moscow.

• The application for the rallies was submitted on 9 September. The next day it became known that Sakharov Avenue for the first time will become one of the venues for the Circle of Light festival. Prior to filing an application for rallies, the city administration's plans to arrange a festival on Sakharov were not reported.
