State men are fighting for demography for almost two decades. For example, in 2010, President Dmitry Medvedev signed a law on the allocation of large free land. In Saratov, large families were given more than a thousand preferential plots in the village of Vorobyovka on the site of the former garden of gardening. According to the city hall, only a few dozen families have settled here in five years. "New" talked with the residents of Vorobyovka about why it was difficult to use the presidential gift.

Under a canopy in the right corner of the Seliverstovy court, a logs are composed. Nearby is a car trailer on which firewood is brought. Brought apple trees and pears go under the ax (when the garden of gardening worked at this place).

There is no gas in Vorobyovka (residents calculated that the main pipe and wiring around the village will cost an incredible amount - 500 thousand rubles from the family).

The Seliverstov house has not only a wood stove, but also a warm floor. The head of the family, by profession of a welder, mounted it with his own hands. In winter, electricity takes 6-7 thousand rubles a month. Ballon gas for the plate - 1.5 thousand per month. There is no sewage system either, although Vorobevka is considered a city microdistrict. Assenial services - 700 rubles per month. There is no water supply. The Seliverstovs dug a well, but the water turned out to be technical, with limestone. Every evening, Alexander with a barrel goes to the column in the neighboring village of Knyazevka or to the spring.

The Seliverstovs received a plot in 2014. “We arrived with my husband, stuck two shovels in the wasteland. I cry: "I can't!" And he to me: "You can!" They dug a hole for the foundation eight by eight and one and a half meters deep. With these hands, ”Snezhanna shows her palms.

The first floor was folded from blocks. Maternity capital went to this. The second floor began to be built for auto insurance: the Seliverstovy minivan was accidentally in the accident, the insurance company paid 100 thousand rubles. “We did not repair the car. We traveled as best they could, they drove the building materials until the engine flew. ”

There was not enough money for the rafters. Snezhana tried to receive a regional uterus - 100 thousand rubles, which the regional authorities promised for a third child. The Ministry of Social Development refused: for payment, an agreement was required with the contractor, and the Seliverstovs were built themselves.

“I left the office in tears. Suddenly, one of the employees caught up with me and gave us my personal money. So we closed the roof. "

In 2016, the family settled into the house, although it still did not have window frames. “It was in August. At night they took refuge in two to three blankets, ”the woman recalls. - We could not wait anymore. I really wanted to live in my house. "

The Seliverstovs moved to Russia in 2012 from Uzbekistan under the program of resettlement of compatriots. There were three children in the family then. Two more were born in the Russian Federation.

“How did you end up in Saratov? Now you will laugh. When they came to the embassy, ​​the girl at the table asked us: which city are you going to? And we have neither relatives nor acquaintances anywhere. We look - a card hangs behind her. My husband and I poked at random. "

Compatriots are lifting - 100 thousand rubles. Money went to rent housing. The old house without amenities cost 7 thousand rubles a month. Then - at 10 thousand. “And then the owners decided to sell it, they drove us out into the street.

I came to the city hall, I say: help somehow. The official on appeals of citizens replied: "And what does the mayor have to do with it, will he really take his wallet out of his pocket for you?"

In four months, the immigrants issued citizenship. Snezhana ran around the instances with a baby - he was less than a month. With the passport managed to get an official job. Alexander at the plant receives 35 thousand rubles. Snezhana works as a janitor in the clinic, salary - 11 thousand.

Inside the house, the repair has not yet been completed. There are new doors in the children's, but the plywood ceiling and the plank floor have not yet been finished. “Oh, it’s better not to invite the younger ones,” Snezhana laughs, appreciating the battal picture in the “Sonnik”. We take pictures of the room of the eldest daughter. The girl is already 16 years old, she has been studying at college. The whole situation, including the bed, was made by Alexander's hands.

Three children study at school. This year in the family is another first -grader. Snezhana manages to collect everyone by September 1 by 10 thousand rubles, since the part of things are given to friends for free. According to the regional law, large families (not all, but those who can issue the status of the poor) receive benefits for the purchase of form - 1100 rubles.

“Money comes by the end of September. Yes, and this is enough for only cheap trousers, ”Snezhana shrugs. The children's allowance for five is 3200 rubles.

The state authorities are not cheaply evaluated by their services provided to a large family. For example, the BTI plan necessary for registering a house for cadastral registration costs 12 thousand rubles. So far, this is not affordable with Seliverstov.

Like other inhabitants of a large village, the family throws away, for example, to clean local roads. “In the winter of snow was horror! - Snezhana draws a line at chest level. - Every week they gave for a tractor at 500 rubles. Otherwise, do not get out to work. Neither an ambulance nor a firefight would have traveled to us. ” The city administration in a letter explained to the residents that the streets of Vorobyovka “are not included in the list of basic”, the municipality is not obliged to clean them.

The children from Vorobevka go to the school in the neighboring microdistrict along the tram tracks. “Yesterday I wanted to make an appointment with the mayor. To remind you that in the spring he came to us, promised the sidewalk and minibus. But I was not even recorded. They said to decide at the local level, ”says Snezhana.

This is not to say that Saratov officials do nothing at all to fulfill the presidential instructions regarding the struggle for demography. For example, this year, two lanterns were hung on the 1st Vorobyevsky passage (before there was no street lighting at all). True, the Seliverstovy house is still dark: the contractors mixed up something and stuck a lantern over the uninhabited area further along the street.

In August, in Saratov groups, a scandal broke out in social networks: a resident of Vorobyevka Anastasia Stupina published photos of trucks, which at night are taken to the village of garbage and dumped on the street.

“There were four KAMAZ. Everyone made more than 20 flights from 21.00 to 0.00, until my neighbor and I blocked their way, ”recalls Anastasia. The workers explained that they were carrying construction waste from the South Zelena Street, where the remnants of a demolished emergency five -story building lay. They needed to urgently remove them on the eve of the visit to the Saratov Speaker GD Vyacheslav Volodin. “In the morning we went there. Residents of the south -green confirmed that the equipment at the site of demolition worked all night. "

The cleansed site Volodin was shown as a place of the future park. The garbage, falling in Vorobevka, as the administration of the factory district said, is the first layer of the roadway.

“What road can be built from this? - Residents indicate massive fragments of reinforced concrete slabs. “You can’t crush them with any tractor.”

People say that the village of large time is not the first time to use as a free garbage training ground. In winter, the landfill appeared on the field at the entrance to Vorobevka. After a complaint to Rosprirodnadzor, half of the waste was taken out. The remaining rolled around the field. Now the construction trash by mountains lies on the shore of the Vorobyevsky pond. The city hall believes that old frames, cardboard boxes, foam are “inert material” for filling the coastal ravine.

Garbage and scrap metal attract homeless people, which at the same time are cleaned by the houses of large families. “I have taken tools for 80 thousand rubles three days before the end of the repair. This is already as a rite of initiation for the Novosels of Vorobyovka. Almost everyone here suffered from thieves. The police have never caught the guilty, ”says Ivan Evstifeev.

“When I first saw my site, it was a forest,” recalls the interlocutor (geodetic work cost 5 thousand rubles). - Diluted a week of vacation, he cut down the trees. For 8 thousand rubles, he hired a tractor to uproot the strokes. For another 10 thousand I took out all this. Plus, I had to smooth the relief so that there was no swamp in the backyard after the rain. ”

For five months, Ivan walked around the offices to issue a building permit. In particular, the Saratovtsy needed to get the conclusion of the Samara branch of the Federal Air Transport Agency that a two -story cottage would not interfere with the air movement.

For the sake of building a house, the family sold a city apartment. In the spring, the Evstifeevs moved to Vorobyovka.

There are three children in the family. The oldest eight years, the youngest ten months. In the village intended for large families, there is one playground - and nothing more. The nearest kindergarten, clinic, pharmacy, culture house with circles are located in neighboring microdistricts at a distance of 20-30 minutes walk in the wild.

Two years ago, the Saratov Governor Valery Radaev, who was then in the status of an acting act, came to Vorobyovka. Residents promised all the necessary children's institutions, as well as a bank, mail, shops and a church.

The construction equipment, against which Vrio posed in front of the cameras, left with him and no longer appeared.

"Hands drop"

In total, 20,300 large families live in the Saratov region. More than 15 thousand submitted applications for land. About 8 thousand sites were issued.

There is not enough free land. For example, in Saratov, 1,600 sites were issued during the program. You need to find the same amount. The second problem is the lack of engineering communications. They, according to the May Decree of 2012, should be carried out "with the support of subjects and municipalities." To stretch gas, water, roads to preferential areas, the region needs 2.6 billion rubles. There is no such money either in the subsidized regional budget, nor in large families themselves. According to official information, 60 percent of them live behind the poverty line.

As the city committee on property explains, in Saratov, most of the issued sections “So far in Buryan”. 105 houses are built, 80 are populated.

“These are large families who never give up,” Alexey says near the neighbors in Vorobyovka. - At first there was not even electricity. Nothing was done for two years. I found the addresses of the owners of the plots. I traveled around the whole city, collected 150 applications for connection and took it to the mains. Then the village was included in the investment program of the company and laid a line here. ”

It is not yet possible to agree with suppliers of other utilities. In order for gas and water to appear in Vorobevka, you need to stretch several kilometers of pipes, including under tram and railway tracks. The city authorities promise to help every spring, but the inhabitants of the village no longer believe them.

Near the television on the phone is correspondence with officials. The Saratov authorities made accounts in social networks, but this is only the appearance of feedback. In Instagram, the authorities are finished with the same replies as on paper. “Now even collective letters do not work. Hands drop down, ”Alexey admits.
