In Ulan-Ude-the capital of Buryatia-protests continue for several days, which began almost by accident. The first to the Square on September 9 was the local video blogger Dmitry Bairov - he stood up for the shaman Alexander Gabyshev, who went from Yakutia to Moscow to “expel Vladimir Putin” - the driver of the car on which he was driving was detained for disobedience to the employees of the Ministry of Internal Affairs, and the car was seized. Dozens of people responded to the blogger’s call, they gathered in the main square of Ulan-Ude; The Communists joined them - they are dissatisfied with the results of the election of the mayor of the capital of Buryatia, where the representative of the Communist Party took second place. The Russian Guard dispersed the audience, 15 people were detained (everyone has already been released). On September 13, the Buryat Communist Party announced the coordinated rally in Ulan-Ude. Bair Tsyrenov is a member of the Communist Party. The candidate from this party Vyacheslav Markhaev took second place (36%) in the elections of the mayor of Ulan-Ude, losing the self-nominated, the acting head of the city Igor Shutenkov (53%). The Communists are interested in protests held in the capital of Buryatia, since the townspeople require, among other things, the cancellation of the mayor’s elections.

-How did the protests in Ulan-Ude began?

- This is a case when nothing specifically foreshadowed anything. There was a small spark that led to the fire. On Sunday, we had the mayor’s elections, on Monday I sat at work in the Republican Committee of the Communist Party and was about to leave home early. On the street, a friend came up to me and asked if I saw a video of the activist and blogger Dmitry Bairov? He showed this video ( see below ) to me: Bairov addresses the newly elected mayor Igor Shutenkov in a rather strict and emotional form, even rudely. But people can hardly ask officials.

But then the live broadcast of Bairov from the car began: he barricaded in it, there were police officers around the car, the blogger began to call people to the rescue. I decided to go and figure out what was happening there at all, the benefit was near the central square [Soviets], where Dmitry Bairov’s car stood. On the spot I saw that several police officers were stuck around the car, and a traffic police car was blocked behind it. Nothing intelligible to the question "What is happening?" The police could not answer.

Gradually, people who responded to calls for help began to gather in the square. It turned out that another young man approached me, but he did not have a deputy status, he was detained, and the next day he received a fine for disobedience to police officers.

- In the video of the Bair, he speaks quite incredibly. What did he specifically want from the mayor?

- We illegally planted 13 days of the driver [who were driving] shaman Alexander Gabyshev [to Moscow to “expel Putin”]: he is accused of disobedience to police officers. His [shaman] Gazelle still disappeared somewhere. This question was interested in Bairov.

- How are people gathered in the square?

-I can say about myself: I had a lot of questions for the situation, there were fears that Bairov was threatening something. Therefore, I decided to stay at night in the square and parked my car next to him [sitting in a car]. Meanwhile, people approached and approached - several dozen were gained.

When it got dark, they told us that the OMON technique is already standing nearby. I checked and found that it really is: two grooves and kamaz. At night, everyone simply discussed the situation, there were no slogans and banners, everything went very calmly. One of the participants in the gathering arrived on the bus - also a pase, we drove the Communist Party of the Communist Party of the Communist Party.

At eight in the morning, traffic police officers began to demand to remove this equipment, but there were no drivers on the spot, I began to look for them. Suddenly, police officers without any identification marks began to drag me somewhere, people in civilian clothes joined them. People began to beat me off, and they succeeded. I barricaded in the car and began to call the police, the duty prosecutor - I said that they tried to kidnap me. I have a deputy status, the police should react quickly, but there is still no reaction, although I even turned to the chairman of the People’s Khural, and he also called the prosecutor's office.

As a result, I decided not to get out of the car until the heads of the republican FSB and the Ministry of Internal Affairs, the prosecutor, the head of the republic, the chairman of the Khural and explain what is happening. It was terrible for me without any jokes: someone on the street was enough and dragging me into the car, and the police do not react in any way. In a normal situation, everyone would stand on the ears.

- None of the authorities reacted?

- The deputy chairman of the government spoke to me, my namesake Bair Tsyrenov. He invited me to convince people to disperse. How can I do it? I did not collect them. As a result, they promised a tough acceleration scenario. I turned to people and warned them that it is better to leave for those who are afraid of their lives.

Soon there really were screams, riot police raised in armor and batons, windows were smashed in Bayrov’s car and my car, and hard detention began. We were taken to the department, and then there was a court: they tried to incriminate the organization of an unauthorized rally, but they did not find evidence, therefore they was fined 15 thousand rubles for participating in an unauthorized event.

During this time, the Communist Party drove another car to the square, I decided that it is safer to be in the square - there you are at least in sight, you are not so scary. The next night people were generally in Pazik - there were no unauthorized shares. I also went into this bus, soon two people in the hoods penetrated it, I suspect that these were also police officers. Because in the documents on the detentions it is indicated that 17 people were detained on the bus, and only 15 were taken to the department-two were lost somewhere.

At some point, the employees of the Russian Guard surrounded the bus, the sound of sprayed gas was heard-I think that they wanted to smoke us from the bus. People from him were pulled out very hard: the senior of the senator [from the Irkutsk region, who lost the elections of the mayor of Ulan-Ude] Vyacheslav Markhaev was dragged by the legs, hit one of the girls several times about the stage of the bus, many were defeated by phones. This happened on the night of September 12. I took out a deputy’s certificate, but it did not help me - they again was detained harshly.

-What is happening with protests in Ulan-Ude Today?

- I announced that tomorrow the authorized rally should go through. We submitted an application for the action before protests, our old notification is in the process of approval. But they will clearly not give us the central square - otherwise cars would not be smoked from it. It seems that there will be some kind of festive event of the city hall, which she hastily organized.

- What are the requirements at the rally?

- Freedom to the political prisoner: [video blogger, who received three in a row of administrative arrests for five days each] Dmitry Bairov, the head of the local headquarters [oppositionist Alexei] Navalny Peter Dondukov [who accompanied the shaman Gabyshev in Buryatia], which was also detained. One guy is now accused that he sprayed gas on the bus, although, in my opinion, the security forces did this.

- On past promotions, the requirements sounded to hold repeated elections of the mayor. Is this the main slogan?

- It was on the first night: people gathered spontaneously and there were different slogans, including discussing the elections. In many ways, this topic has become unifying.

- And the national question was raised?

- Talking about nationalist slogans is a provocation. Dmitry Bairov said in his appeal: "Buryats, where are you?" But here, when they say “Buryats”, mean all the inhabitants of the republic: Buryats, Russians, Ukrainians. Dmitry asked for support from everyone, there was no nationalist subtext there. We generally have a region in this regard-in the 1990s, the issue of interethnic relations rose in the North Caucasus, even in Yakutia and Tylya. In Buryatia, this was not there, we had Russian posted Russian. And what? Periodically, someone is trying to enrich the situation, but nothing happens!

- How will the protest develop?

- It is very difficult to predict. I think that the authorized rally will collect a large number of people. I, like many residents of the republic, are waiting for the reaction of the authorities to problems that have accumulated in a few days. Unknown people grab people on the streets, beat them, and the authorities do not react in any way. Is it at all? Let them say at least: yes, these were police or riot police, they will tell you why there were such severe detentions. Until this happens, nothing will calm down. I am a person, I have an instinct of self -preservation, I will urge people to protect me if I feel the danger, and is ready to protect them.
