
The Accounts Chamber discovered violations of 61 million rubles committed by the Ministry of Culture when concluding state contracts for the provision of services for organizing and conducting creative events. This is stated in the report of the department.
In 2017-2018, the Ministry of Culture concluded 45 state contracts in the amount of 61.2 million rubles. Of these, in 23 state contracts, the main activity did not correspond to the subject of purchase. In addition, contracts for the provision of services for the organization of performances, concerts and other spectacular events concluded with non -core organizations.
In the technical specifications of many contracts there were the same requirements for the showing of the concert program, as well as conditions that contain signs of competition restrictions.
In March, the Accounts Chamber revealed similar violations when using the Ministry of Culture of budgetary funds. After the audit, the leadership of the Directorate for Construction, Reconstruction and Restoration darkened.
