The bill was submitted to the lower house of parliament by a group of deputies, led by a member of United Russia, Alexander Khishtein. Now only the FSB and the prosecutor’s office can bear mandatory warnings to citizens.
According to amendments, the police will independently determine the form and procedure for announcing the warning. At the same time, the law does not specify - what actions will be considered unacceptable and what type of warning is supposed to be issued to citizens.
One of the authors of the bill, Unicorn Vasily Piskarev, in a conversation with RIA Novosti noted that the amendments are not related to liability, but are only an additional lever for the prevention of offenses.
