The police of the Shcherbinskoye Ministry of Internal Affairs in the city of Losino-Petrovsky, Moscow Region, drew up a protocol against a participant in a series of single pickets named Polina under the article on organizing a public event without filing a notice (part 2 of article 20.2 of the Code of Administrative Offenses). Polina told OVD-Info about this by phone.
According to the police, on September 29, “between 11 a.m. 00 min. at 11:15 a.m.” an “unauthorized picket of deceived equity holders” took place. Next to the picketer were other people without placards, waiting for the opportunity to picket. The officer considered it a violation of the law. At the same time, the police considered Polina to be the organizer of a series of pickets.
The woman denies her involvement in organizing a series of single pickets. The event, according to her, had no organizer. Polina herself suggested that the policeman saw her taking pictures of the picketers and suggesting that they take a photo in another place. In her opinion, the district police officer could take these actions for the organization of the action.
“He [the district police officer - OVD-Info] also told me that either you can go alone, or we will find everyone and issue fines to everyone,” Polina said.
A series of pickets was dedicated to the problem of defrauded equity holders of the Bryusov Park residential complex. The picketers, according to Polina, changed each other and did not unfold more than one poster. In addition, the participants of the series of pickets were wearing the same orange scarves on their clothes and with balloons in their hands, but there were no inscriptions on the scarves and balloons.
Despite the fact that single pickets do not require approval, the police saw in the actions of the protesters a violation of the law “on rallies”.
