Linguists and psychologists conducted a series of expert opinions on the article "Repression for the State" - a text version of the author's program Prokopyeva on "Echo of Moscow in Pskov". The examination was carried out, as Chikov notes, “by three doctors of sciences and professors, three candidates of sciences and associate professors of the Guild of Expert Linguists, the A. S. Pushkin Institute of the Russian Language and state universities,” and they did not find signs of justifying terrorism.
Prokopyeva's program aired on Echo of Moscow in Pskov in early November 2018, after which it was published as a column on the website of the Pskov news feed news agency. In December 2018, employees of the Federal State Unitary Enterprise “Main Radio Frequency Center” subordinate to Roskomnadzor, without the qualifications of linguists, drew up a conclusion on the presence of signs of justifying terrorism.
